Within the present investigation we consider social and cultural milieu influence on industrial cluster. First, we considered the field of cluster theory with the use of author’s approach to theoretical analysis. Basing on the analysis mentioned, we described three approaches to industrial clustering which illustrate the factor of social and cultural milieu. Conceptual analysis showed that each identified approach has its own view on the nature of mentioned milieu. However, in the context of social and cultural milieu functions, all the approaches are on the same page. The further step of our investigation showed potential disability of three approaches identified to describe the mechanism of social and cultural milieu influence on industrial cluster because of a number conceptual problems. Within this scope we created our own approach based on integration of system and agglomeration approaches around the concept of territorial identity. The present strategy allowed us to describe the essence of social and cultural milieu on industrial cluster and then to create a mechanism of the influence mentioned. This mechanism laid the foundation for a new methodology of industrial cluster projecting, which takes in account social and cultural milieu factor, making the cluster economically more sustainable.
The object of study of this paper is a regional economic system which is complex, dynamic and developable by nature. The reproduction of material wealth necessary for the region is provided in the process of functioning of the above system through the interaction between the combinations of subjective (personal) and objective (material) elements, thereby meeting regional environmental and economic needs.
In article questions of construction of diagnostic models of stability of functioning of the industrial enterprise are considered. On the basis of the analysis of structure of economic stability and use of a method of dynamic numbers, diagnostic models of internal and external stability, as basic elements of the general economic stability of the industrial enterprise are proved and offered.
Various classifications of functions and methods the managements presented in scientific literature are analysed. The content of the general functions of management depending on a mode of functioning of the mechanism of management is defined by economic stability of machine-building enterprise. The conclusion, taking into account integrated approach of category «economic stability», is drawn on need of application of all variety of methods of management for structure of its mechanism of management.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
