The analytical expressions for determining the parameters of the planned zone type schedule (ZTS) definition in the resource-limited conditions are presented. The goal is to develop a regional innovation model for managing the redistribution of transport flows through their local deceleration. Achieving this goal implies justification of the innovative approach as a key development factor; specificity of the innovative approach for motor transport networks; developing model of organizational efficiency and traffic safety; application this model to the organization and safety of traffic on Perm regional highways. The following methods were used in the article: data analysis method, mathematical modeling method, design and survey method, statistical method. In this paper, we present an innovative automated traffic light system that allows you to redistribute the load on the transport network by applying technical means of organizing traffic without changing the basic parameters of the carriageway.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The problem of telemetry data acquisition units from a sprinkler and their trans-mission to the remote terminal on the various telecommunication channels is considered. The list of basic parameters, recorded by a sprinkler, is represented. The detailed diagram of data flow and block diagram of a processing algorithm, monitoring and recording the conversion information are given. The methods for converting data telemetry path are disclosed. The main standardized data transmission technology, used in the information transmission channel, is considered. The complexity of the information transmission channel implementation is estimated.

The article presents the results of statistical modeling, characterizing the dependence of the time to reach a consensus on the number of members of the standardization technical committees (TC) and their authoritarianism, using a mathematical model of consensus-building in the TC, based on the model proposed DeGrootom. It analyzes the main problems of achieving consensus in the development of consensus standards in the conditions of the proposed model. It is shown that the increase in the number of TC and authoritarianism experts negatively affects the time to reach a consensus and increases dissociation group.
Creating federal specially protected natural areas (FSPNA) is one of the most effective forms of environmental management, which is able to maintain biological and landscape diversity. But the process of FSPNA territory expansion should be governed by a comprehensive assessment of the need to increase the area withdrawn from economic land use. The assessment includes not only the study of territory’s biodiversity value, but also a comprehensive socio-economic analysis of the area under consideration. Using methods of statistical analysis and descriptive statistics we explored the possibility of Rosstat municipalities’ data and other publicly available data, to evaluate the effects of FSPNA creation and development. A methodology for constructing an integral characteristic of a municipality is proposed to develop a socio-economic justification for the organization (or development) of FSPNA. The integral characteristic is built on the basis of the principle component analysis, which is used to assess the sustainable development level of the territories and for data visualization. Nizhny Novgorod region was taken as a research object, since it has a unique set of ecosystems located on its territory. Municipalities of the Nizhny Novgorod region, which are promising for the nature protection activitiesб including development of FSPNA, have been identified. They include a number of municipal entities that previously confirmed their willingness to cooperate. The results of the work can be applied in carrying out similar studies in other regions of the Russian Federation.
This paper presents an overview of the key issues concerning approaches to the technical regulation for distributed generation (DG) at the national (Germany and Denmark) and European (ENTSO-E) levels, and review of generic structure and composition of the technical regulations for DG. Special attention is paid to the issue of DG performing in different frequency deviations and the experience of ENTSO-E in this respect, including the impact of DG impact on reliability of Continental Europe’s power system.
The experience in construction of pile foundations of buildings and structures in Moscow is studied. Features of placing piles on sites with weak soils are revealed. Ways of testing piles are considered. Poor quality of piling works is considered and reasons for their poor quality is determined.
