The paper focuses on evaluating maturity of organizational and technical systems, relied on application of threshold maturity levels. Existing models developed for evaluation of processes, information systems and management systems are discussed. Advantages and limitations of existing models are systematized.

The authors hold that the global business cycle is developing in a new and complex environment — with GDP parity of developed and developing countries, but under different long-term trends. The variety of trade and ﬁnancial shocks produced by a series of countries creates an unstable background for growth. The ﬁnancial shock detonated the Great Recession in 2008, and in the same way the Credit Crunch deﬁnes to a great extent the sluggish upturn.
The article describes the pattern, which allows to evaluate project management maturity in a company and to formulate recommendations related to management evolution. The results of evaluating the level of project management maturity in Russia are compared to that in the United States.

The author discusses the possibilities of using causal mapping to predict the quality of scenarios formed on its basis. Four types of managerial position are identified which are realized in the structure of the causal map and in qualitative specificity of development scenarios of management projects. Peculiarities of cognitive deficits realized in the process of the scenario planning are discovered. The conclusion is drawn about the need to develop cognitive leadership as one of leadership forms.
