This article is devoted to the analyses of the elements of state industrial policy for strategic development of biotechnology industry in Russia in the context of transition to the new (sixth) technological order. We discuss the goals, objectives and participants of emerging technology platforms, as well as the tools supporting the development of biotechnology, aimed at stimulating demand and increasing competitiveness of the industry.
The article discusses the place and role of governmental planning and administration in economy, methodological limitations of traditional arguments in favour of market economy and limits of efficiency of both market and planned economy. The article proposes a set of criteria of sectors where planning can significantly improve perfomance over free market and a classification of state-owned enterprises based on their role in implementation of economic policy. Finally, the proposed approach is used to analize the current situation in state sector of Russian economy and identify its problems. The conclusion emphasises a necessity of change in the concept of administration of the state sector of Russian economy from a set of indepentent enterprises to a unified system of instruments for implementation of economic policy.
In this article key approaches to an assessment of efficiency of processes of modernization of the enterprises are analyzed, the comparative analusis is carried out, the most adequate methods of an assessment of results od development of the enterprises are defined. The author analyzes the existing methodology of an assessment of the functioning of economic systems and proved the need of the analysis of non-linearity of a current of time for economic systems for the assessment of the efficiency of their development.
In this article the complex research of a problem of estimation of cost of intellectual assets in the context of adoption of administrative decisions concerning investments into the intellectual capital is conducted. The authors have carried out adaptation and development of the concept of the technological leverege and a brand leverege according to problems of assessment of effectiveness of use both the intellectual capital in general, and his separate elements. Results of the empirical researches directed to identification of dependence between investments into intellectual assets and financial stability of the industrial enterprises are also presented in article. The article is devoted to the actual problem of Russia investment potential development. The main factors that determine the particular importance of this problem are discussed. The needs to increase the rate of economic growth and to improve labor productivity through the adoption of advanced technologies are among them. The author describes the main challenges and contradictions which affect government investment decision making in relation to the state owned enterprises. Provision to reduce the state's share in the Russian economy for raising the level of investments and achieving sustainable economic growth is postulated.
In article models of carrying out of strategic changes in conditions of financial crisis are considered. The author offers classification of strategic changes in the organization on which basis it is possible to define management types in a crisis situation. We consider four types of strategic management in a crisis situation which are directed on value of business maintenance. The general lines of successful campaigns of overcoming of crisis: fast reaction of management, concentration on the core manufactures, bases of anti-recessionary strategy are developed in advance, and the control of position in business allied industries.
The article is discussing the methodology of regional innovation system formation and development. The indicators of regional innovation system potential and effectiveness are also analysed. The methodology is based upon the results of the survey of enterprises and organizations in St.-Petersburg. Four dimensions are examined: innovation-based projects, innovation products, innovation market and innovation infrastructure. The conclusions are made about the paths of improvement the innovation policy and regional innovation system effectiveness.
