The article is dedicated to the topic of sustainable public procurement, especially its ecological aspect. The main objective of the study is to conduct diagnostics of sustainable procurement through practical case in Russia. This research explores the nature of sustainability and more specifically, the study focuses on how the idea of ecologically responsible procurement was represented during the preparation for the Olympic Games in Sochi through tender documentation and official reports. The case of Olympic Sochi procurement is represented with the analysis of two product groups: Transport and Construction. The methodological basis of the research is represented with analysis of secondary data, collected from public sources (official web sites, contract documentation, official reports, legislative papers) and online interviews with the participants of public procurement of these product groups. The findings of the research illustrate Olympic Sochi as a case with real examples of green public procurement. Through preparation for Olympics Russian constructing sector and transport industry got new ecological standards, which turned to modern criteria in tender documents for procurement in future public procurement procedures. Thus, a tendency towards sustainable development through public procurement will be strong when contracting authorities get a strict prescription to buy “eco-friendly” goods and services.
The analysis of the professional competence models within the development of the New Public Management concept is performed in the article. The problems related to the use of assignments by civil servants are investigated. In addition, the comparative analysis of the professional competence models in the sphere of public and municipal administration is carried out in the research.
The article considers the features of the demand guarantee as a way to ensure the bids and to enforce the contracts in the contract system of the Russian Federation. The article is aimed to determine the development and features of the demand guarantee in the contract system in the comparison with the Civil Code of the Russian Federation in the period up to 2014 and thereafter. The demand guarantee in the contract system is defined as a special type of enforcing of pursuance of obligations and may be considered as a special case of providing the Civil Code according to the latest changes in civil legislation. The analysis shows that development of the institution of the demand guarantee in the system of the state and municipal procurement is characterized by distinctness that defines discontinuity and instability of this method in the development of procurement legislation. In addition, we can talk about the features of the demand guarantee in the contract system that are defined in three areas: the special rules of registration of the demand guarantee established by Law no. 44 dated 05 April 2013 “On the contract system in the procurement of goods, works and services for state and municipal needs” and by by-laws; particular subjects structure, existing in the demand guarantee and the special nature of the relationship between the subjects outlined in the demand guarantee in respect of recourse requirements. The conclusion is that the ability to overcome the difficulties in enforcement practice of development in the contract system will lie in creating new mechanisms of ensuring of pursuance of obligations and the possible transition to international standards of its settlement by adherence to United Nations Convention on Independent Guarantees and Stand-By Letters of Credit (New-York, 1995).
The article analyzes the potential correlation between level coherence of organizational culture of the enterprise, which implies the identity of perception and interpretation of the organizational reality by representatives of different hierarchical levels, and the degree of enterprise's customers satisfaction as a derivative of the content of its cultural context.
Currently, the comfort of the old city as a living environment is determined by the following main factors: accessibility; the availability of all the necessary services; the presence of a sufficient number of public spaces. Among these factors, I would especially like to mention the transport accessibility, since time is a key value to the inhabitants of the modern city and cities' competitiveness depends directly on the level of development of the transport infrastructure and transport system.
The goal of the research is an identification of factors which influence the successful development of social entrepreneurship in Russia. The paper is focused on the social entrepreneurship phenomenon, its definition and characteristics. The different approaches to social entrepreneurship were described and systemized. There is an analysis of government policy in this particular sphere, complemented by the analysis of private foundations that provide different kind of support for social entrepreneurs. There is a description of double-bottom approach to the social entrepreneurship. The research is based on the qualitative and quantitative research methods, such as survey, interviews and case studies, in order to better understand the current position of social entrepreneurship and the main barriers for future development of these firms.
Introduction. The paper studies the problem of social dynamics and reactions of the individuals, specifically in the case of local elites in the small towns of Perm Krai, Russia. Aims. The aim of the paper is to interpret the practices of the local elites. The paper studies a social space with the constrains where these practices take place as well as the performed practices themselves. Methods. The paper uses structural-functional analysis, and qualitative sociological methods, such as depth interview, case study. Results. The study analyzes three cases of actions of local elites in Kungur, Chaikovski, Krasnokamsk. Given cases were interpreted through the theories of P. Bourdieu and Z. Bauman. Conclusion. Social processes show the resemblance of institutional isomorphism, but it is applied to the fields of social space. Strong connection between local elites and social spaces of small towns is seen as a source of additional influence. Two hypothetical explanations are given to the revealed “isomorphism of fields”: 1) it may be the byproduct of creation of “significant places” in the new fields taken under control of the local elites; 2) it can be the result of influence of emotions.
The paper is dedicated to analysis of institutional environment of public-private partnership (PPP). Research aims to evaluate the development of the institutional environment of PPPs in Perm region. For this purpose, the recommendations of regional PPP standard (developed by the Centre for Development of PPP in conjunction with the Ministry of Economic Development of Russian Federation) were compared to the realities in the region. The information of the current situation in Perm region was obtained through the analysis of legal acts and data placed in the official sources in public domain. In order to identify the institutional environment, which provides the benefits of public-private partnerships, regional legal framework and integration of PPP in the regional strategic planning documents were analyzed. Also the way public administration system is organized in the field of PPP and measures to stimulate private sector for PPP were inspected. The results of the analysis can be used by public authorities of Perm Region as recommendations in order to stimulate the development of PPPs.
Personnel is one of the key drivers of success in today’s competitive environment, it is also a curtail factor for the public organizations such as hospitals. In order to improve its performance the organization requires to form an appropriate incentive scheme for the staff on the basis of definition of internal staff needs. This paper seeks to determine these dominant factors that influence the personnel of the hospital motivation in Perm and Perm region.
The paper traces the legal regulation of the system of cataloging goods, works, services; characterized by the birth of this institution through a library’s workflow system, regulatory acts that contribute to the formation of this category in the period from the 70s of the XX century to the present; describes the research of this topic in the scientific literature; the problems of cataloging in the procurement system are determined, the current state of cataloging in the territory of the Perm region is traced.
Introduction: Now, agriculture is a priority industry sector in the Russian Federation. This is influenced by external factors such as the imposition of a food embargo from some EU countries and the high volatility of the ruble exchange rate. The increase in financing of agriculture is now an all-Russian trend. However, in regional agricultural markets, there are problems with the sale of products produced by local producers.
Purpose: developing measures the marketing policy in the regional agricultural market, based on the identified problems of buyers and local agricultural producers.
Methodology: various quantitative and qualitative methods are used in this paper. Synthesis of these methods involves methodological data triangulation, which increases the reliability and quality of the data. Analysis of normative and legal documents was used to study the position of state power. To study the behavior of consumers, methods such as a semi-formalized survey and a focused interview were used. The study of the behavior of producers of products was carried out through telephone interviews and focused interviews.
Results: Identified problems that prevent the regular purchase of products produced by local agricultural producers, restraining the establishment of selling products by local producers through various distribution channels; measures to support regional producers of agricultural products are proposed.
Conclusions: the research conducted, which was intended to verify the hypothesis that the effective sales policy can be a development driver of the agricultural market of Perm Krai, and the comprehensive approach to the formation of such policy suggests the participation of manufacturers, consumers and the government, has helped identify the problems of distribution of agricultural output in the Perm region and propose initiatives which can help resolve the issue of local farmers’ output distribution. Among the initiatives there are: holding long-term trade fairs on one constant venue located in the city center; support for farmers concerning the production logistics; support for Internet projects engaged in trading farmer production; a change in positioning and promotion of week-end fairs; partial subsidy assistance during certification. These initiatives will eventually allow increasing the competitiveness of the regional agricultural market.
The article discusses the approach to strategic management which not only takes into account internal conditions of the strategy implementation, but also forecasts possible actions of competitors in target markets. Historical retrospective and ways of further development of the methodology for the Russian market are presented.
