The introduction of foreign economic sanctions fundamentally changed the ability to attract foreign capital to the Russian economy. In such circumstances, the most important task is to develop the domestic government and corporate debt market. However, until now it shows lack of development both in terms of the instruments used, as well as its depth and liquidity. The reasons lie, first of all, in the fears, persisting from the time of the 1998 default, the inertia of conservative budgetary policy. However, sanctions make it inevitable to overcome such accumulative representations of the country’s financial authorities, require the use of the instruments of the debt model of the economy to the fullest extent. The article analyzes the priority measures that can expand the sources of financial resources within the country and accelerate the formation of the modern debt market.
In this article, authors demonstrate the practical use of the instrument for measuring the openness and transparency of the socially oriented nonprofit organizations (SONCO), which receive government subsidies. We selected for the analysis 42 SONCOs – the winners of the government grant competition in 2013. The goal of this study was to calculate the level of openness and transparency of the grant-receiving organizations by using the web-content analysis developed by Russian scholars (Pavlov et al. 2012), which tests the availability of particular parameters of openness and transparency. The web-content analysis of 42 SONCO has proved that four most renowned SONCOs had the highest coefficient of information accessibility (CIA) – a measure of transparency- among other SONCOs. However, we found no statistically significant relations between the level of transparency and the popularity of the SONCOs in the whole sample. The majority of grant-receiving SONCOs cannot be characterized as significantly transparent with the CIA below 50%. Yet, the websites provide the greatest potential for the improvement of the transparency in Russian NCOs. Therefore, we recommend this instrument to measure the CIA for the practical decision-making by the grant-operators concerning the government subsidies.

The attention is paid to processes and conditions of development of the professional competences within the curriculum in the field of public administration.
The research is devoted to the formation of Russian social-political terminology. It analyzes the usage of such words as 'citizen', 'society', 'state' in the text of “Instruction” by Catherine the Great and linguistic strategies of the translation of these terms from the French language (as "The Spirit of the Laws" of Montesquieu was the basis for Catherine's “Instruction”).
The article is based on the results of the HSE study of the practice of archive storage in the Federal Service for State Registration, Cadastre and Cartography. The article deals with the creation, acquisition, storage and use of archival documents. The authors present data on the resources spent on providing storage of documents. The article analyzes the prospects for archival storage while maintaining the current practice. The authors examine in detail the storage of electronic documents and formulate concrete proposals to improve the practice of archive storage in the state organs, bodies of local self-government and large organizations.
The article focuses upon the main frames created by leading American politicians during the latest presidential campaign to influence the nation. The work aims at the interconnection between mental and language structures in political discourse. The corpus analysis of concepts and frames in Obama and Romney texts according to conceptual metaphor theory of George Lakoff demonstrates that during 2012 presidential campaign Barack Obama successfully applied the basic conceptual metaphor of STATE AS THE NURTURANT PARENT in contrast with the basic metaphor of STATE AS THE STRICT FATHER used by the Republican leader Mitt Romney.
