Deals with the development of threads synchronizing strategies based on the creation of concurrent «flat-combining» data structures as well as research of their performance. The paper considers «flat-combining» approach and its implementation in the library libcds, the development of thread synchronization strategy and its possible implementations. The efficiency of synchronization strategies usage is researched on the example of the open source library libcds. The research revealed the strategy with the lowest operation execution time on a container and the lowest amount of CPU resources, and identifies use cases of the developed strategies. A mechanism with the developed synchronization strategy to build concurrent data structures was implemented. The implemented strategies were integrated in the cross-platform open source library libcds.
The question of local stability of cylindrical shells of medium length with elastic filling for three methods of fixing the edges: rigid fixing at both ends, rocker bearing - rigid fixing, rocker bearing at both ends is considered. The dependence of critical load parameter on the stiffness parameter for three types of boundary conditions in the case of a cylindrical shell with a cross section in the shape of an ellipse is analysed.

The question of calculation of local stability of shells on an elastic base is considered. In this task the system of parallel rigid fibers is implanted into the shell matix. The dependence of critical load parameter on the relative stiffness of fibers, density of fibers and rigidity of the base is analyzed.
The question of calculation of stability of pseudospherical orthotropic shells in Timoshenko and Kirchhoff – Love models is considered. The dependence of critical load parameter on shear coefficient and elastic characteristics of shell and base is obtained.
Discusses a way to solve the problems of monitoring and managing urban infrastructure by creating a modular information system. An innovative method of collecting information based on two technologies of the “Internet of things” LoRaWAN and NB-IoT is proposed, the requirements for the smart city modular information system are formed, allowing to implement the functionality of a smart city in a single subject and replicate this decision in other regions. This approach will make it possible to significantly reduce the costs of the development and operation of the information system, carried out both on the basis of state and private financing. In addition to the technical side of the issue, the article considers the existing legal framework for the “Smart Cities” in the Russian Federation and suggests development in the direction of creating a unified legal approach with consolidation of powers around the relevant Federal Ministry. An example of successful experiences in implementing a digital platform for city management in one of the neighbouring developing countries is given.
In this work relatively new approach to implement concurrent data structures is being considered. This approach is «Data structures through explicit timestamping». This work concentrated on developing modification of this approach. These modifications are «Ability to deallocate unused memory» and «Ability to work with unlimited amount of threads». To understand effect which these modifications render on data structure, performance of data structure with implemented modifications is being investigated.
