The approach to analyse innovation risks and their factors is proposed. This approach gives opportunities to take into account a sufficiently complete set of factors and risks of innovation activity and obtain their component-wise evaluation. It based on а five-stage procedure. At the first stage, the system of innovation activity factors is determined. This system is divided into two subsystems. One of them includes factors that are directly related to the innovation activity. The other subsystem encompasses the events arising from framework conditions of innovation activity. Further, on the next stages, the factors that have a negative impact on innovation activity are identified; statistic data completeness is provided for factors measurement; the ranking procedure takes places. The final stage leads to the construction of a map of risks and risk factors. The mapping of risks and risk factors allows determining the innovation bottlenecks. It allows to elaborate policy measures (at both state and enterprise levels) mitigating, and compensating for, risks of innovation activity and to organize these measures into a complex system.

The commercial real estate market is a specific and rapidly changing subject for research. On the one hand, through consumer demand, it is connected with the real sector of the economy, and on the other hand, through alternative investment returns, it is connected with the financial market. Therefore, the real estate market is actively studied by Russian and foreign researchers. The most poorly studied issue in this market is demand. But the analysis of demand is difficult due to the fact that the buy cycle in the market is very long, and potential buyers are not registered anywhere until the transaction is completed. But the execution of the transaction is not a reflection of demand, as it is the result of negotiations between the seller and the buyer and may not succeed, as the potential buyer can choose an alternative way of owning property (rent, sublease, coworking) or generate income (bonds, stocks, shares). In this paper, we analyze the demand for commercial real estate in the Moscow region, compare supply and demand in this market, present a study of the demand for trade, office and industrial-warehouse real estate, and propose a model for pricing commercial real estate. The work found a significant discrepancy between supply and demand in the market according to their structure, inequality of demand for trade, office and industrial-warehouse premises, the dependence of the price per square meter of real estate on its area and location. The results obtained are consistent with Russian and foreign studies on the analysis of the commercial real estate market. The results of the study may be useful to such players in the commercial real estate market as developers, investors, buyers.

This research studies the relationship of cross-border mergers and acquisitions to international trade through the lens of Russian pharmaceutical market. To this aim, the study analyses the woks of foreign economists dedicated to evaluating the link between foreign direct investment and international trade, and the influence of mergers and acquisitions on countries’ export and import flows. The research also presents a correlation analysis between the volume of Russian pharmaceutical exports and imports and cross-border deals performed by foreign pharmaceutical companies in Russia. We characterize these deals and conduct a comparative analysis of the regional structure of Russian pharmaceutical exports and imports as well as of the countries of origin of buyers in cross-border mergers and acquisitions. The results of the analysis indicate a positive relationship between cross-border mergers and acquisitions and Russian pharmaceutical exports, which is reflected in the export volume growth and its geographical diversification. However, it is outlined that particular problems of the industry hinder the amelioration of Russian positions in international exports. Similarly, the relationship between cross-border deals and Russian imports is positive: the major pharmaceutical products supply flow occurs from the countries of origin of buyers in cross-border mergers and acquisitions conducted in the Russian pharmaceutical sector.

In this paper we study the impact of fossil fuels (coal, oil and gas) on global growth. Moreover, we consider only the fundamental factors - the cost of production, depletion and substitution of fossil hydrocarbon energy resources.

It was obtained approximate analytical formulas describing the rental fee and the cost of production and the degree of depletion in two stages: the first (1820-1950),  when production costs were negligible in comparison with the rent, and the second - after 2000,  when on the contrary, the costs of energy production prevail and converted  into the category of limited exhaustible natural resources (ENR ).

On the base of  Dubovsky production function, considering the influence of ENR, was  obtained projections of the impact of hydrocarbon energy resources on  world economic development in the XXI century. Also was calculated the dynamics of changes the value of hydrocarbon resources in GDP. It is shown that the share of expenditure on the hydrocarbon energy in GDP due to fundamental factors do not exceed the allowable 5% of GDP for the whole XXI century.

This article presents an empirical analysis of the impact of the political and economic consequences of external crises on the development of entrepreneurship in the regions of Russia. Entrepreneurship development contributes to economic growth and can play an important role in stimulating long-term sustainable development, as well as reducing unemployment by creating jobs. The data sample of the study covers the period from 2006 to 2016. Two groups of indicators are considered: institutional and economic. The first group includes indicators of the effectiveness of the judicial system and the level of criminality. The second group includes indicators characterizing the degree of integration of Russian companies in the global economy. In addition, the indicators of the quality of social infrastructure, the degree of intercompany competition, market density and more are taken into account. Model assessment is based on the OLS method. This paper shows that the effectiveness of the judicial system in resolving disputes related to noncompliance with contracts and non-payment of debts does not affect the business development in 8 Russia. However, one of the main problems faced by Russian business owners is the high level of corruption. Moreover, the weak diversification of the Russian economy is a key factor in the negative impact of external economic shocks. We found a significant role of factors like the size of the internal regional market and the coverage of residents connected to the Internet. The latter factor shows that at present, information technologies play an important role in modern Russian business, creating additional opportunities for expanding existing businesses as well as creating new ones. We came to the conclusion that the problem of corruption is growing, as a significant barrier to companies entering the market.

In a model of economic growth with three-factor production functions it is shown that economic growth rate in a resource-dependent economy depends on the distribution of income between «owners» of production factors - labour, capital, and natural production resources. Considering the constraints on distribution of income superposed by a possible conflict in the social groups apropos a choice of technologies and distribution of income.

The work is devoted to the search for answers to the question: «Are there any differences in the public procurement of customers who provide services of different quality?». The article identifies the stages of the hospital procurement process in the contract system and highlights the main customer strategies used in the auction. The results of an independent quality assessment are examined and comparative hospital characteristics with low and high quality rating are conducted. The hospital needs according to the types of purchases and their annual volumes of contracts are analyzed. The advantages of competitive procedures are determined and the key factors affecting the level of competition with possible risks of unreliable execution of contracts are identified. The empirical study is based on the database which includes 5 390 contracts of 2 hospitals in Moscow for the years of 2011-2017. Using the methods of econometric analysis, in particular, the method of least squares and the difference in the average, the hypothesis is tested the high competition has a positive effect on the quality of medical services. The constructed regression models show that the customer providing high quality services has low competition and small rebates at the auction. At the same time there are more contract terms, delays in the supply of goods and services as compared with the customer providing low quality services. Thus it was found that the underestimation of competition at the auction indicates the desire of the hospital to guarantee a higher quality of medical services to patients while as aggressive bids of participants lead to the supply of poor purchases. The results of the study may be useful for the competent authorities in the development of legal acts for the participants of the contract system in the field of health procurement.

The dynamics of corporate compensation costs in Russia: does paternalism still matter? The article is devoted to the analysis of the post-reform dynamics of employer costs for employee compensation and to the changes in corporate benefit policy of the Russian companies. The comparative analysis of the Russian and the US statistics of the structure of employer costs are supported by the independent qualitative data, as well as the description of institutional upheavals in employment regulation and labor relations in Russia after 1992. There is no adequate economic and institutional base providing significant social support to employees in the Russian companies relevant to the soviet «paternalism» or «corporate social responsibility».

The extant literature acknowledges the role of overseas subsidiaries in the growth and development of multinational companies (MNCs). Such subsidiaries are viewed as critical players in the innovation process at MNCs. Although this topic has gained importance, it remains largely underresearched in the Russian context. This study aims to fill this gap byexamining the dynamics of the innovation process in the Russian-based subsidiaries of global MNCs. It seeks to explore and understand motivation and drivers of innovation, key participants, and impact and outcomes of innovation. The key element of the study is a metrics developed and used for observation and analysis of innovative practices in particular functional areas, namely marketing, production, human resource management. This metrics is based on two key parameters - the level of novelty of a particular innovative solution and the magnitude of change the solution requires in the respective functional area. We present qualitative findings from several case studies of Russian manufacturing subsidiaries of foreign MNCs, which indicate that innovations in production, marketing and human resource management are closely interrelated. In addition, such practices are centered on two major tasks - “continuous improvement” of already installed manufacturing facilities and necessary works related to acquisitions of local firms and greenfield investments. We postulate that successful application of “continuous improvement”, that leads simultaneously to an increase of quality of company’s products and to cost reduction serves as the major trigger for further corporate investments in Russia, either in the forms of acquisitions or in greenfield projects. In addition, our findings indicate that Russian subsidiaries are not only recipients of knowledge and technology developed elsewhere in the MNCs, but are active developers of innovative products and solutions that are later applied in other units of the respective MNCs. Such flow of reverse innovations seems to widen in the near future.

The paper studies the role of knowledge production in the scientific research organizations, universities and enterprises in the processes of setting up and functioning the technology parks. The authors propose a definition of technology park and describe its basic functions. They propose a classification of technology park based on the types of knowledge sources that shape its setting up process. The paper analyses functions that each type of knowledge source fulfills towards a technology park. Finally, the paper elicits the conditions for a technology park to function efficiently and identifies the causes of insufficient performance of the Russian technology park.

The article examines the specifics of small business sector institutional development in the transitional economy of Russia. It shows that small business adjustment has brought about a number of economic institutions, for example, business networks and vertically integrated structures. But business associations as a fully-fledged institution representing and protecting the interests of small business have not been established yet. Business ties and transactions are maintained through informal contracts, businessmen' personal relations. This practice has triggered the development of the shadow economy. A similar institutional development of the sector has had mainly negative results. The analysis has used the results of formalized surveys and in-depth interviews with entrepreneurs and small business managers held by IPSSA (with the participation of the article's author) in 1992 to 1998.

In this paper, we propose an approach to take into account the impact of daily changing macroeconomic variables in the development of a model for the probability of revoking a license from Russian banks on the basis of their annual financial indicators. The essence of this approach is that to take into account the influence of macroeconomic variables it is proposed to use not the average value for the sample, but the median and the volatility characteristics: standard deviation and variance. Based on the annual financial performance of banks for the period from 2004 to 2015, as well as the values of macroeconomic variables, a logistic regression model for estimating the likelihood of license revocation from Russian banks was built. The volatility of macroeconomic variables is characterized by the variables "Standard deviation" and "Variance". The problem of eliminating multicollinearity between these variables is proposed to be solved by including in the model standardized values of the variable "Standard deviation" and their squares. An approach is proposed for determining the cutoff threshold in binary selection models, according to which the I and II types of errors are assigned different weights. In the function of determining the cut-off value, an external parameter α is introduced that characterizes the investor's attitude to the I type error (the operating bank is classified as a bank with a revoked license). Classification of banks into operating banks and banks with a revoked license is based on the obtained of the cut-off value, taking into account the selected value of α, at which the function of determining the cut-off value reaches a minimum.

Thus, the approach of taking into account the volatility indicators of macroeconomic variables proposed in the study made it possible to improve the quality of the model for forecasting the revocation of a license from a Russian bank. The model has a stronger predictive ability than models that take into account only the average values of the exchange rate of currencies and other macroeconomic variables.
