Subject This article discusses various measures to reduce the availability of alcoholic beverages to the population. Objectives The article aims to assess the impact of anti-alcohol policy measures, price instruments especially, on the crime rate in the regions of Russia. Methods For the study, I used an econometric analysis. The Rosstat data for 2003–2016 are the basis for research. Results The article shows a non-linear correlation between the level of alcohol prices and the amount of crime in the region. Conclusions and Relevance The use of price instruments in the framework of anti-alcohol policy helps reduce the crime rate in the regions. At the same time, it is necessary to approach their application with caution due to the possibility of strengthening of the competitiveness of illegal alcoholic beverages. The research findings can be used in the formation of anti-alcohol policy.
Life expectancy at birth is an integral indicator of population health and socio-economical development in whole. An important problem in modern Russia is a long-term decrease of the life expectancy relative to the level of developed countries. This paper is devoted to econometric identification of steady factors influencing on the life expectancy in Russian regions.
Importance Studying the behavior of consumers and producers in a competitive wholesale market of Russia and the formation of the equilibrium price stay topical in the field of electric power industry.
Objectives The relationship between such parameters as the consumption and price of electricity is a subject of particular interest and the subject of our study. We have also considered some other factors inherent in such researches.
Methods To investigate all these questions, we suggest a continuously-discrete (hybrid) model of functional-differential equations of wholesale electricity market for a macro-region of Russia, i.e. the united energy system in the Ural region. The distinguishing feature of the model is that one of the continuous nature of demand and the discrete nature of electricity prices that logically follows from the analysis of regulations of the wholesale electricity market of Russia. The constructed model takes into account the specifics of the joint power grid in the Ural region, which lies in the possibility of sudden changes in loading the power plants. In this paper, we propose a method for identifying such type of models. Estimation of parameters of the model is calculated as the solution to the problem of minimization of errors on a form of integral differential equation and the traditional regression equation. The model at the joint power grid in the Ural region was identified in monthly dynamics of August, 2011 to February, 2014.
Results The analysis of the model has confirmed the hypothesis of reciprocal influences of consumption and electricity prices. In addition, the analysis shows the significance of the factors characterizing the change in power generating capacities on the territory of the united energy system of the Ural region in the formation of the equilibrium price for electricity.
Relevance The constructed model is the first hybrid model in the wholesale electricity market, and the proposed method of identification is one of the possible methods for the identification of such models.
The last century was characterized not only by intensive growth of population, but also by technological advances in various aspects. It results in a drastic increase in the load on the environment and, particularly, in the rate of producing of waste. Nowadays many countries re-evaluate traditional approaches of operations with waste. It results in the conception “Zero waste”, which meets the principles of sustainable development and includes the recycling of waste. It should be emphasized that the “Zero waste” conception is based on separate waste collection. The paper analyzes the readiness of residents of Nizhny Novgorod to a launching of a program of the separate collection of municipal solid waste based on sociological survey. The factors stimulating and preventing the separate collection of waste in Nizhny Novgorod were revealed and summarized.
The article is about methods to increase effectiveness regions interindustry interaction. There are the algorithm for identification of perspective branches in the article which uses localization and others indexes. The algorithm was tested on Saint-Petersburg and its neighbourhood regions statistics. The result was that one of the most promising branches integration are food industry of Saint-Petersburg and agriculture industry of Leningrad region.
Russian cloud service market has a huge potential for growth but it is less surveyed as compared to developed countries markets. Small and medium sized businesses (SMBs) provide a substantial demand for cloud services since traditional and expensive IT-solutions are less available for them. Thus, SMBs are of particular interest for researchers in the field.
Conduct a segmentation analysis of Russian cloud service market and explain cloud services preferences of each segment.
From empirical study of 67 SMBs authors conducted analysis of Russian cloud services market by dividing it into segments with factor and cluster analysis methods.
Based on collected data authors divided Russian cloud service market into three segments of companies. “Traditional” segment prefers simplicity and economy and shows small interest in remote work while adopting cloud services. “Transition” segment is highly oriented to remote work but has a lack of interest in stability of cloud services. ”Mobile” segment is interested in stable remote work along with functionality and availability of technical service from provider. That segment also shows small interest in simplicity of cloud services.
Conclusions and Relevance
Our findings might be a foundation for the future evaluation of Russian market attractiveness and strategy development of cloud services providers.
The paper presents a quantitative and qualitative analysis of small and medium enterprises of the Volga federal district of the Russian Federation (further SMB VFD RF) from 2008 to 2011. Certain tendencies of formation of structure of the capital are revealed by these business entities. Using a regression analysis the assessment of influence of change of a rate on a profit tax on structure of the capital of SMB VFD RF is carried out. In assessing the impact of structure of the capital on the cost of business it is revealed that SMBs effectively operate a ratio between own and loan sources of financing, both for tax optimization, and for timely fast closing of the organization without essential losses for owners.
Importance In spite of the crisis in the global and national economy, the problem of entrepreneurship development becomes particularly relevant. The rates and quality of entrepreneurship development are determined not only by the quality of entrepreneurs, but also by the level of development of entrepreneurial ecosystem.
Objectives The aim of this work is to identify the factors that influence the development of an ecosystem of entrepreneurs of the Nizhny Novgorod region. The objectives of the study were: analysis of open source information to make an assessment of the existence and current development of the entrepreneurial ecosystem elements (financing, support system, policies on business, markets, human resources, research and development activities, quality of life); evaluation component of the entrepreneurial ecosystem using expert interviews.
Methods Using qualitative analysis techniques in the present work, we examined various aspects of investment activity in the regions, revealing the most effective management of investment activities at the regional level. We also carried out benchmarking of the considered management systems.
Results The paper identifies the major constraints of the entrepreneurial ecosystem in the region: the underdevelopment of the financial sector and the instability of tax legislation, weak integration of entrepreneurship with the sphere of higher education.
Conclusions and Relevance Based on the data acquired it is possible to quantify the development of entrepreneurial ecosystem. Using the information from expert interviews it is necessary to operationalize the concepts presented in the entrepreneurial ecosystem models and develop a tool of quantitative assessment of entrepreneurial ecosystem.
Результаты. Были выявлены основные сдерживающие факторы развития экосистемы: неразвитость финансового сектора и нестабильность налогового законодательства, слабая интегрированность предпринимательства со сферой высшего образования.
Выводы. На основе полученных данных возможно провести количественную оценку развития предпринимательской экосистемы. Используя полученную от экспертов информацию необходимо провести операционализацию концептов, представленных в модели предпринимательской экосистемы и разработать инструмент количественного оценки развития предпринимательской экосистемы.
Subject The article considers the issues related to informatization and digitalization in the Russian regions. Objectives The focus is on a comprehensive study of information technology penetration in Russian regions, state-of-the-art analysis and proposals for further development of informatization. Methods I apply the methods of systems, comparative, logical, and statistical analyses. Results The paper provides objective assessments of the status of regional informatization and prospects for its development. I present an organizational and legal model of informatization in the Russian Federation and the rating of regions based on the assessment of informatization level, using the key performance indicators. I also define urgent problems in the industry and possible solutions. Conclusions When designing a qualitatively new model of socio-economic development of regions, it is crucial to overcome the digital divide, and this should be the major direction on the way to regional informatization in Russia.
