In this study, using data drawn from RLMS (1994-2014) we present generalized analysis of structural dynamics of income and expenditure parts of urban and rural household budgets in Russia in the context of consumption smoothing theory. Employing index of structural dynamics known as Ryabtsev index we defined periods of the most significant structural changes in income and expenditures of Russian population. Our calculations show that the most of changes in income and expenditures took place during the crisis of 1998 and the boost of 2006. Analysis of changes suggests that consumption preferences of Russian people lie in the framework of consumption smoothing theory.
The article offers a review of three decades of efforts by A. I. Kitov to prove to the country leadership the necessity to set up in the USSR the automated system of managing socialist economy. They included not only the well-known addresses to Communist party leaders but also two attempts to publish his articles in the ''Kommunist' journal during the years of perestroika. The author offers an interesting historic document, a resolution written by A. I. Kitov of the Coference which took place in Penza in Octoder 1989 ''The Role of Human Factor and the Modern Computers in Enhancing Enterprise Management''. This document was his last public speech dedicated to economy management.
Methods of classification by nature of decision-making divide on methods using global optimization (all training samples are used), and local optimization (only samples in the neighbourhood of the studied object are used). The perspective direction of research is combination of advantages of each approach in one integrated classifier. In article the method of combination of these approaches by embedding of local metric features into the approach using global optimization is proposed. This approach is shown for a case when the classifier using global optimization is random forest and extra random trees. Various variants of metric features are evaluated. Performance of the proposed approach is illustrated on the forest cover type prediction task, where it leads to significant improvement in classification accuracy.
The article shows that the key element of the mechanism of state regulation together with the legal basis and tax exemptions in Russia should be information support of innovative processes through using modern communicative and information technologies.
The key task of the LUKOIL Group is to increase the efficiency of the mineral resource base. To achieve this goal was decided to create a corporate scientific center LUKOIL-Engineering. The Scientific center should provide high level of quality and productivity of engineering support for oil and gas production. Engineering support also includes implementation of new technologies for geological exploration, development and enhancement of oil recovery, as well as the examination of technological solutions. The paper presents an approach to the management of engineering support productivity and quality based on a system of key performance indicators.
