In big oil and gas companies information problems emerging in investment decision-making are important today. Among these decisions are: the choice of most efficient projects from the investment portfolio and designing the company's investment program. In this article is conducted research of the mechanism of selection of venture innovative projects. We studied the factors, which influence a choice of business angels. The purpose of work was to receive an advanced system of estimation of projects. On the basis of the survey it is possible to say that the financing of the projects depends more on qualitative characteristics of the project. The created system was successfully tested.

The article deals with the problems of improvement of managerial efficiency in the conditions of uncertain external and internal environment of an organization. It is proposed to consider a personal (individual) scenario approach of the manager as a basis for building an effective system of management. The scenario approach includes the vision of ultimate goals of management and methods of their achievement. The implementation of this scenario is based on forming of the personal relations with different people (subordinates, partners, colleagues, supervisors, executives), characterized by an informal nature and not free from subjective personal and business qualities of people. The article describes the main qualities of the manager allowing him to build up such relationships, and comes to the conclusion that the truly effective management system has to be directed both to the implementation of rational and irrational (nonrational) manifestations of the main needs of the person – the pursuit of happiness (welfare) and the salvation (safety).
