The analytical expressions for determining the parameters of the planned zone type schedule (ZTS) definition in the resource-limited conditions are presented. The paper sets out the results of the first stage of the project on creation and development of the automatized system on the collection, analysis and representation of the information about functioning of the structure of the additional professional education (APE) in the Federal subjects of Russia. The kernel functionality and capabilities of the automatized system are discussed, some statistical indicators of education on the APE programs in Russian Federation in 2011 year, calculated on the base of the data loaded, are resented. The methodology for estimating the efficiency of functioning of the APE structure developed subjected to the requirements of the applicable normative-legal documents and on the results of the analysis of the collected statistical data is considered. The formalization of the procedure of the quantitative and intentional evaluation of the indices of the criteria of the efficiency, built into the methodology, is fulfilled. The methods of the estimation of the efficiency of functioning of an individual educational institution and the integral estimating of the APE structure in the Federal subjects of Russia and in the country in total are observed.

The factors (barriers) which impede the implementation of e-government project, the results of research are identified.
А possible proof of vehicles movement intervals aligning method performance on example of the Moscow metro is presented. The proof is carried out by the method of mathematical induction in following cases: single train insertion/removal, multiple trains insertion/removal in regular intervals, multiple trains insertion/removal in a row. An analytical expression, which allows to calculate the transition process associated with the change of parity movement duration, considering the selected vehicle position in the sequence is obtained. The maximum duration of transition process since the signal for trains insertion/removal giving by dispatcher is evaluated.
The methods of constructing tensors transform (TT) used in the analysis and synthesis of network models of complex systems, presented in different coordinate systems are described in the article. The general method of construction of the TT, as well as a method of building TT for network models, decomposed into many of the automate synchronization networks, and primitive system is presented. It is shown that the complexity of the proposed methods for constructing the TT does not depend on the dimensionality of network models and defined a simple procedure for constructing a binary matrix.
In this article some questions of technical systems scheduling and maintenance are considered on example vehicles. From one side, the scheduling has to satisfy the requirements of safety and be the effective for equability criterion, from another side. The mathematical apparatus, used in the article, bases on the combinatory and graph theory.
The article describes a model of multi-level testing used for the integrated assessment of learning outcomes. Three groups of learning outcomes evaluation are disclosed: passive, semi-active, active. The evaluation model relevant to these groups is offered. A comprehensive model of multi-level test is described. It is shown that only the use of all three groups provides a comprehensive training assessment.

The problem of development of the open e-learning environment infrastructure of the national`s level, directed on providing of openness is formulated. This infrastructure includes: Internet repositories of standard technical decisions, organizational and methodical schemes; open Internet registries of e-learning environments interoperable components; system of development, certification and free distribution of standard software tools for support of business processes in the science and education field. The basic infrastructure components of the open e-learning environment, requirements to them and basic principles of their formation are considered.

The article presents the key methodology to development of the open informational learning environment. This methodology details principles of open systems for the application area of e-learning information technologies and making of its conceptual model, which is a basis for forming of the normative-technical support consistent with international standards and specifications. The developed methods and tools for systematization of educational information resources are given as well as those of management, evaluation and monitoring of their quality. The framework of the national network infrastructure of systematization and management of information resources in the education is proposed, and the realization’s results of various components of this infrastructure are presented.
