Introduction. Innovative development of the educational process is an integral part of university development programs. Since educational technologies are constantly being improved, academic mobility and the exchange programs can accelerate the development of Russian universities.
The purpose of the article is to identify the features of the educational process at the Bashkir State University, Higher School of Economics and the University of Pennsylvania.
Methodology. The method of reflection and the method of expert judgments are used.
Research results. The paper discusses some aspects of education development such as the content of the University's website; project-based approach in training and universal design; professional development of students; organizational format of training; advantages of online learning; features of formative, summative and mutual assessment; use of information systems in training; technical equipment of classrooms and laboratories. These directions are fully consistent with the tasks which are presented in the strategic development programs of Russian universities and can be implemented by the management and teachers shortly.
Conclusion. In conclusion, the tasks of innovative development of the educational process are briefly listed in a structured manner. It is emphasized that they can be useful for both regional and capital universities.
The article explains the need for a new theory of social education in connection with modernization reforms in Russian education. Investments in education are justified only when there are measurements to estimate their effectiveness. The auhor identifies the need to measure effectiveness of social education in terms of human capital.
