Инновационная политика в регионах России: важна ли устойчивость нормативной базы?
This study is devoted to assessing the relationship between the sustainability of the regulatory framework for innovation and innovation activity in Russian regions. Four elements of the regulatory framework were considered, including the presence of an innovation development strategy in the region; the presence in the territorial planning scheme of the allocated territories of priority development of innovation activity; the presence of a specialized legislative act defining the main principles, directions and measures of state support for innovation activity in the region; the presence of a specialized program or a set of measures of state support for innovation development. Taking into account the strategic and complex nature of modern innovation policy, a sustainability indicator was calculated for each of the listed elements. Regression analysis showed a statistically significant relationship between some sustainability indicators and the costs of innovation activity of organizations in the region. The results of the study can be used in the development and prioritization of innovation policy directions in the regions of the Russian Federation. The adoption of the types of regulatory legal acts considered in the work at the subnational level will increase the sustainability of the regulatory framework for innovation activity, which, in accordance with the calculation results, can contribute to an increase in the volume of innovative products in the region.
