The problem of poverty in Russia is examined in the article. It is carried out the analysis of
the dynamics of poverty by the number of people with incomes below the subsistence line, per capita
income and inflation. The paper has briefly revealed main characteristics of modern methodological
approaches to the definition of poverty (absolute, relative, subjective) and their impact on the level of
poverty in Russia considering the differentiation of average per capita income by federal districts. It is also
discussed the main directions that can contribute to reducing the level of poverty and the impact of state
social payments on solving this problem. Finally, we have concluded that the elimination of poverty in
Russia requires the solution of a number of interrelated economic tasks in one plan of economic
development – the new industrialization of the economy.
