The legal nature of normative legal acts is revealed. The functions of normative legal acts are considered. Features are revealed that allow identifying a normative legal act as a source (form) of law. The general features of normative and individual legal acts, as well as their differences are considered. It is concluded that all registers and registries of regulatory legal acts of the Russian Federation should form one large blockchain system, where for all federal constitutional and federal laws a “dossier of law” should be created and digitized, including not only draft federal laws and accompanying documents to them, but also scientific work on prospective regulation.
