This paper studies fiscal policy in Russia 2004–2010 with the aid of structural budget balance and fiscal impulse measures. To check for robustness several methods estimating the potential GDP are employed. The research suggests a hypothesis that the output in Russia is subject to two types of shocks: persistent outward shocks and short-term internal shocks. In 2004–2010, fiscal policy coped with the internal shocks but could not smooth outward instability. Fiscal policy in Russia is procyclical; it does not stabilize the output.

In this paper, we address the issue of modeling the term structure of interest rates on the Russian
market of government bonds and discuss a general approach to incorporating macroeconomic factors into
the model of term structure of interest rates. The analysis of the existing yield curve models and specific
features of the Russian market allows us to determine the general methodology we would like to explore
as applied to zero-coupon rates in the OFZ market. The outcome of our empirical exercise supports the
existence of significant macro factor effects on the long-run level of yields and the slope of the yield curve.
The approach should serve to a better understanding of the links between the evolution of the interest rates
on the Russian government bonds, the economy and changes in the macroeconomic policies in recent
years. It could be used as a starting point for analysis of the monetary policy transmission mechanism in
Russia and forecasting of government bond yields for the purpose of public debt management.

Using an original currency crisis model we show that mistakes in monetary and fiscal policy could explain the origins and roots of the Russian financial crisis of 1998. A combination of high interest rates with high sensitivity of inflation rate to the rate of currency depreciation, low duration of debt and low GDP monetization together resulted in exchange rate appreciation and rapid accumulation of domestic-currency debt. When the debt became too high to service, investors started to flee. Protective interest rate hike by the monetary authorities was counterproductive, accelerating the approach of the crisis via the growth in the debt-servicing payments and GDP contraction. The budget restriction of 3% of GDP, used in EC countries, was too loose for Russia in the pre-crisis period.

The paper examines the institute of minimum wage in developed and transition economies and in a number of the developing countries. First of all the institutional mechanism of minimum wage fixing is considered. One of the sections explores the dynamics of absolute and relative levels of minimum wage. The special attention is paid to the impact of the institute of minimum wage on the labour market. The author considers the mechanism of transmission of the minimum wage increases on the employment and unemployment dynamics. The paper also contains the result of the empirical research. The experience of many countries witnesses that large increases in minimum wage levels lead to the stagnation of the employ-ment, especially of the disadvantaged groups. The negative effect is larger for the companies with higher share of labour costs and more active use of unqualified labour, that is small businesses and agricultural enterprises. One of the main conclusions is that the minimum wage is not an effective tool of the poverty reduction as the majority of the recipients live in households of average and upper average income.
