The article is devoted to the current problem of combating cartel conspiracies arising at tenders when placing state and municipal orders. Based on the analysis of the data of the antimonopoly and law enforcement bodies, as well as the study of a number of works devoted to the problems of combating cartels as a dangerous phenomenon for the Russian economy, the author proposes his own approach to solving this problem, based on the application of a set of economic, legal and organizational measures to counter cartels at the tenders.
