Under the provisions of the law "On the Basics of Public Control in the Russian Federation", a public inspector, a public expert or another person of a subject of public control is not allowed to exercise public control if there is a conflict of interests in the implementation of public control. At the same time, the conflict of interests in the law is understood as a situation in which the personal interest of a public inspector, public expert or other person of a subject of public control affects or may affect the objectivity and impartiality of the implementation of public control and in which there is or may be a contradiction between the personal interest of a public inspector, public expert or other person of a subject of public control and the goals and objectives of public control. However, the law does not solve all legal problems in this area.
