The article considers actual logic of strategizing regional environment for professional development of educators. Environment for professional development is claimed as a self-improving ecosystem. Logic of preadaptation is regarded as the most essential trigger for strategizing phenomenon. Personification initialized by carnival logic of educational process represents the priority format of educational behavior of subject’s professional development. Project management is referred as a basic managerial methodology in the sphere of professional development.
