The impact of scientific activity of universities on economic and innovative development (on the example of Russian regions)

Theoretically higher education institutions (HEIs) play a crucial role in local economies. There are a lot of researches in this sphere (for instance, the “triple helix” concept). The regions of the Russian Federation are highly differentiated not only in the view of socio-economic development but also in respect to scientific and technological advances. In reality many regional HEIs are primary concentrated on the teaching role only.

In this paper we focus on a deepening of the comprehension concerning the impact of HEIs’ scientific activities on regional economic and innovative development. So in this case mesoeconomical level is a top priority for us. In order to achieve our goal we use the model of innovations for econometric estimation of HEIs impact using panel data approach. This model involves the economic and innovative indices of the regions of the Russian Federation as well as aggregate bibliometric indicators of regional HEIs.

We ascertained that different types of publications (Scopus, Web of Science (WoS), VAK, RSCI) influence regional innovation systems and regional economies as a whole differently. Scopus and WoS publications have a positive effect on regional innovation development.

Therefore the initial hypotheses were partly supported. The levels of aggregate regional science development measured by publication activity indices do not influence economic development (GRP) directly. At the same time the results should be used carefully. It is needed to check effects and limitations in every situation additionally.
