HSE Researchers Discover Who Eats Out in Russia-And Why
Around one-third of Russians (31.3%) rarely eat out or buy ready-made meals. The core group of active consumers—those who eat out or purchase prepared food almost every day or several times a week—accounts for only about 9% of the population. These are the findings of a study conducted by the HSE Institute for Social Policy. According to the researchers eating out is no longer a marker of high social status in Russia.

Methodological Aspects of Assessment of Economic Efficiency of Tools of Branch Digitalization

Business Economics . 2018. Vol. Volume 53. No. issue 4 (2) . P. 587–597.
Грибанов Ю. Г., Bezrukova T.

On August 3, 2017 the round table "Digital economy and quality of life of citizens" took place on the platform of the Civic chamber of the Russian Federation. The questions concerning various aspects of development of the sphere of digital economy in the Russian Federation were considered during the meeting. Experts particularly discussed the program "Digital Economy of the Russian Federation" developed by the Ministry of Telecom and Mass Communications of the Russian Federation, current state and key conditions for the development of digital economy in the Russian Federation and also foreign experience of development of programs of digitalization of economy.

It should be noted that process of active discussion of scope of creation of digital economy in Russia began after the announcement made by the Russian President to Federal Assembly where the development of digital economy was identified as a priority.

Due to the Civic chamber of the Russian Federation the discussion concerning development of digital economy on the basis of the "Digital Economy of the Russian Federation" Program which was recently signed by the Russian Prime Minister has began (further – the Program). [4]

"Today we are on the verge of a new technological order, and the future of our country depends on the effectiveness of our integrationin to new engineering proce- dures", - Pavel Malkov noted. [3]

During the era of industrial economy production growth was characterized by accumulation of the physical sizes of the enterprise. It means the increasing in the number of the equipment, power and staff.

In fact, the digital economy is a result of transformational effects of new technologies of general purpose in sphere of information and communication that affected all sectors of economy and social activity, such as, for example, home shopping service, transport, financial services, production, education, health care, mass media and so on. These processes have consequences far from the information and communication technologies. Besides, the Internet expands the rights and possibilities of people in new directions, giving the chance of creation and sharing the ideas, generating new contents, new enterprises and markets.

Signing by the Russian Prime Minister of the Development program of digital economy became an essential step on the way of formation of digital economy in the Russian Federation.

The program, based on the Development strategy of information society in the Russian Federation in 2017 - 2030, proceeds from the fact that the digital economy represents an economic activity. The key factor of the production in this case is data in a digital form. It also promotes the formation of the information space taking into account the needs of citizens and society in qualitative and authentic data, and development of information infrastructure of the Russian Federation, creation and use of the Russian information and telecommunication technologies and also formation of a new technological basis for the social and economic sphere.
