Innovative infrastructure of regions developing with predominant participation of cluster component. The formation of clusters can be implemented on the basis of cluster policy and cluster initiatives. The targets of cluster policy is to increase the competitiveness and innovative capacity of business and individual industries, development of small and medium-sized businesses and promote diversification of the national economy through the stimulation and development of clusters based on implementation of government activities. Cluster policy is largely based on the experience of different territorial production entities.
Cluster initiative is a joint activity of the various stakeholders on the establishment or development of cluster within the chain of values, based on the triple helix.
Today, the cluster implemented a targeted policy industrial policy, cluster initiatives are limited, the inclusion of companies into the cluster occurs in exogenous strategy with clearly defined and participants. This approach does not allow to actively work of small-sized innovative businesses, to small innovative enterprises, to effectively organize a triple helix.
A more effective approach would be a combination of cluster policy («from the top») and cluster initiatives («from the bottom») to build clusters based on endogenous and exogenous strategies.
