Анализ организационных структур функционала логистика и SCM компаний, работающих на российском рынке
In the article the logistics management and SCM organizational structures research findings that were conducted by the NRU HSE International Centre of Training in Logistics in 2014-2016 are considered. The sample of companies operating on Russian market accounted about 400 organizations. The form for the respondents of online survey was created. Each participant estimated the logistics management organizational structure (logistic and/or SCM department) individually. The assessment was conducted from the perspective of the correspondence between the organizational structure and corporate and logistics strategies, key business processes, organizational structure management efficiency, functional employees allocation and so on in the different aspects of supply chains and logistics controlling.
The report divided into 6 sections was developed using the results of completed forms, survey in the Internet and interviews with the companies’ leading managers. Sections contain: main information about the company, the organizational structure type of logistics (supply chain) management, the organizational structure place and role in the company’s controlling system and so on.
The examples of typical logistics management structures of line and staff, matrix and project oriented structures are shown. Taking into consideration the importance of the SCM best practices and innovative technologies usage, the questions are highlighted in detail and a great variety of examples in SCM departments organizational planning are given.
Supply Chain Management in modern conditions requires close integration of business processes of transport companies and information technology. We know that today there are a large number of applications and information systems for the automation of logistics activities. Currently there is no complete and consistent classification of software products of the Transportation Management System (TMS). Their diversity is relevant in the context of the fourth industrial revolution ("Industry 4.0"). It's difficult to navigate existing and emerging information systems and choose the most appropriate. The most important class TMS products are designed to plan, organize, and account for the operation of the vehicle fleet. However, their practical use is often ineffective for several reasons. One of the common problems in the implementation of the information system is the lack of or inadequate investigation of all operating activities of the enterprise and its strategic position in the market, the analysis of information flows, evaluation of employees of business roles, mechanism of decision-making. The reason for this is the lack of logistics management competencies in the field of information technology, and on the other hand, often poor understanding of IT-managers of the transport processes. Therefore, a practical approach synchronization strategic goals, objectives, business processes, supply chain management with business logic implemented information system. The paper discusses the use of proper Zachman enterprise architecture framework as this approach. This proper framework is simple enough to understand, and is known for a long time in the IT industry. Therefore, its use in the development of the information supply chain management system in practice, it seems appropriate for small and medium-sized freight enterprises. It is known that the business processes of all transport companies in general are often very similar. However, in practice often requires a flexible adaptation of the information system for each of them.
The importance of strategic management today is unquestionable. However, when strategizing the organization is often regarded as a single whole, differences in aims and areas of operation of its parts not being considered. This approach works for many organizations, but in the case of a distributed structure its parts may function in the markets which have different requirements, competition intensity and qualification of consumers. Besides, the departments of that organization may have different levels of development. In our present work we do not consider the whole range of distributed organizations, but concentrate on universities, as they have common characteristics with commercial organizations and, at the same time, are very specific in their rules and areas of development. We focus on developing a new modeling method for decision support while designing a balanced hierarchical strategy for distributed universities. This implies beginning from the strategy for the whole organization and moving on to development of individual strategies for its departments. Thus, the proposed method contains two parts: a sub-method to develop departmental strategies and a sub-method to calculate interaction among departments.
This article describes the proposed structure and semantics of the model which can be used in the both of sub-methods.
In the article author propose approach to client's base generation based on decision tree method. This approach allows taking into account requirements to optimization of customers' selection based on several criteria. Method is illustrated on Logistics Company.
For the first time the new approach to effective modification of traditional criteria of multi-criteria optimization in supply chain management and logistics systems is offered. The approach uses processes of analytical hierarchy. It is illustrated as expansion of toolkit of decision-making accessible to the manager, and opening possibilities of elimination of undesirable phenomena of an inadequate choice in a format of multi-criteria problems in logistics.
The authors propose new approach to self-organization of complex distributed systems in logistics. That approach is based on combination of multi-agent paradigm with constraint satisfaction techniques. The proposed solution expresses major features of Swarm Intelligence approach and replaces traditional stochastic adaptation of the swarm of the autonomous agents by constraint-driven adaptation.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
