The article is devoted to the problem of systematization and planning costs for the training programs of employees in the enterprises and organizations of the Russian regions and ways to finance such programs. We consider forming the plan for ongoing activities, classification and calculation of future costs and identifying sources of funding. These sources can consist of the organization’s resources only or also of the funds allocated under regional budgets. This paper offers the examples of staff development support undertaken in different Russian regions.
