Восприятие российской муниципальной модели в Республике Крым (организационно-правовые вопросы)
The article examines the issues of formation of the Russian municipal model of self-governance in the Republic of Crimea, specifically the issues of an adequate legal regulation and territory organization. The author conducts the analysis of municipal charters presented in the article, their assessment from the viewpoint of compliance with the federal legislation. The problems of territorial organization of municipalities are also considered.
The article describes the existing approaches to the definition of competitiveness, and the main factors, which are exposed by the local authorities. Special role in the management of municipal competitiveness plays strategic planning. The main problems of strategic planning, as the main mechanism of management of competitiveness, on the example of the administrative centers of Russian regions are examined in the article and also the proposals for improving the management of municipalities’ competitiveness are given
This paper describes the current state of tenant-ownership developments in Russia, with the stress on municipal housing stock and the role of municipalities as owners of it. The paper is written on the basis of the latest official Russian housing statistics and interviews with Russian housing experts, heads of municipal departments of housing policy in Perm, Dzerzinsky and Tula, as well as observation of the work of the group of housing experts involved in a network known as ‘State Strategy 2020’. The paper is illustrated with examples from large industrial municipalities such as Perm, which has a population of almost 1m.
Questions of the modern system of municipalities’ strategic planning are considered in the article. One of the key factors of increasing the effectiveness of social-economic development of the territory is involvement of all stakeholders of municipality in the strategic vision. Effective involvement of stakeholders in the strategic planning is possible with using instruments of crowdsourcing and foresight. In its totality, it will allow to develop the municipalities’ competitive potential.
Over the last two decades city-twinning became quite popular in Northern Europe. This form of coining transborder communality took place particularly in the Nordic countries with their long-standing cooperative experience but included also the Baltic States and Russia. Twinning is viewed by many North European municipalities as an instrument available for both solving local problems and ensuring sustainable development. In some cases it has amounted to a kind of local foreign policy (paradiplomacy).This contribution aims at a critical examination of city twinning through four examples (Tornio–Haparanda, Narva–Ivangorod, Imatra–Svetogorsk, and Valga–Valka). It is argued that city twinning can bridge the ‘trust gaps’ that have traditionally existed at the boundaries of nation-states, and create shared spaces across national borders. In particular, the study seeks to explain whether the causal mechanism behind the examined phenomena is the agency of the cities themselves, or whether these phenomena merely reflect the wider policies of the states to which these cities belong. City twinning is also examined in light of the EU Strategy for the Baltic Sea Region.
The article is devoted to a particular form of freedom of assembly — the right to counter-demonstrate. The author underlines the value of this right as an element of democratic society, but also acknowledges the risk of violent actions among participants of opposing demonstrations. Due to this risk, the government may adopt adequate measures restricting the right to counter-demonstrate, certain types of which are analyzed in this paper.
Development of standards of international controllability is reviewed in the article. Institutional approach is applied to development of international legal regime of Energy Charter. Definition of controllability is connected to development of international standards of dispute settlement, which are described in the article in detail. In connection with controllability, Russian interest, defense of investment in European Union and ecological investment encouragement, is reviewed in the article.
