The article contains a description of the methods and software tools for the creation of information-analytical system of monitoring of hazardous space objects. The article presents the structure of the system and a description of the functional components to enable rapid assessment of the NEO hazard and forecast the effects of dangerous collision of celestial bodies with the Earth. There are also the results of the system in terms of modeling the motion of cosmic objects.
This volume presents new results in the study and optimization of information transmission models in telecommunication networks using different approaches, mainly based on theiries of queueing systems and queueing networks .
The chapter explores the semantics and pragmatics of the Russian temporal syntactic phraseme ‘X to X,’ (a construction characterized by a semantically restricted set of lexical items able to fill in its syntactic variables) which expresses either the speaker’s surprise at the fact that events go as planned (surprising punctuality interpretation) or the speaker’s surprise at the fact that unplanned events go as if they had been pre-planned (surprising fateful coincidence interpretation). While the construction is not unique, and occurs in other languages, its preferred interpretations are language-specific. The chapter demonstrates differences between Russian and English outlooks on time, based on their fundamental differences in linguistic worldviews. According to one of the central key ideas of the Russian linguistic worldview, events are difficult for human subjects to control, as they are commonly controlled by outside forces, such as fate, and therefore surprising punctuality interpretation prevails in Russian. English, which does not view punctuality as something out of the ordinary, favours the surprising fateful coincidence interpretation of this syntactic phraseme. The idea of fate in relation to temporality is also found in other languages, as demonstrated by Bernard Charlier’s research on Mongolian temporality in his chapter in the current volume.
Evolution of informational technologies in 21st century opens a door for a new form of both governance and political struggle. What is technology today, what influence does it have on society, why and how did mental and material changes interlace - these issues are considered in the article.
The problem of management of the nonlinear object which is exposed to impact of uncontrollable indignations, is considered in a key of differential game. Synthesis of optimum managements is made with application of transformation of the nonlinear equation of initial object in the differential equation with the parameters depending on a condition. The square-law functional of quality allows to formulate synthesis conditions in the form of need of search of solutions of the equation of Rikkati. The solution of the equation of Rikkati with the parameters depending on a condition, is in a symbolical view with application of algebraic methods that allows to generalize a number of earlier published theoretical results, to receive rather constructive decisions in a number of statements of problems of management.
The Handbook of CO₂ in Power Systems' objective is to include the state-of-the-art developments that occurred in power systems taking CO₂ emission into account. The book includes power systems operation modeling with CO₂ emissions considerations, CO₂ market mechanism modeling, CO₂ regulation policy modeling, carbon price forecasting, and carbon capture modeling. For each of the subjects, at least one article authored by a world specialist on the specific domain is included.
The article is based upon the fact that the growing demand for master data management systems has not yet produced a commonly accepted metodology for their design and development/ The article offers two mathematical models? that allow a master data management systems designer a way to formally describe their system before development and verify the system quality by measurements? unique to master data management systems.
The paper provides a number of proposed draft operational guidelines for technology measurement and includes a number of tentative technology definitions to be used for statistical purposes, principles for identification and classification of potentially growing technology areas, suggestions on the survey strategies and indicators. These are the key components of an internationally harmonized framework for collecting and interpreting technology data that would need to be further developed through a broader consultation process. A summary of definitions of technology already available in OECD manuals and the stocktaking results are provided in the Annex section.
