Расширение возможностей методов оптимизации закупок как атрибут процесса повышения качества решений
The article shows the possibilities and features a special approach to the optimization of decisions on a number of criteria, which is based on the synthesis of analytic hierarchy process and traditional methods of multi-criteria optimization. This synthesis involves a two-step transition to modified values of the partial criteria indicators. This allows manager to take into account the attitude of the decision-maker to the initial values of these indicators, as well as the relation to the importance of partial criteria themselves. After the modification indicators of partial criteria, the optimization procedure can be continued on the basis of any traditional selection criteria. This new approach significantly expands the arsenal of optimization methods applied to problems of procurement management, which improves the quality of decisions due to better adaptation to the preferences of the decision maker.
The paper presents a study of mechanisms of choice in a real life situation of local authorities elections. We have hypothesized that the quality of choice process as reflected through subjective evaluations might differ depending on some personality variables and, in turn, predict the satisfaction with choice and other outcome variables. The dependent variable was the decision whether to go voting at all. This assumption has been proven in a study on non-psychology college students (N=174) tested three times: a week before regional elections, a week after, and several months later. We used the measures of quality of choice and a number of personality inventories (assessing subjective alienation, purpose in life, locus of control, hardiness, causality orientations and some other variables).
As predicted, the qualitative parameters of choice process have been associated with personality variables, and, in turn, predicted the evaluation of outcomes. Cluster analysis (Ward’s method) has split the sample into two distinctive groups by the quality of choice: involved (autonomous) vs. noninvolved (spontaneous) one. Both groups revealed notable differences by personality variables.
The article is focused on such an impornant but under-investigated individual psychological characteristics as readiness for choice.
The paper presents an approach to determine the best solution for multi-criteria problem of goods distribution in the separate parts of warehouse network links. The approach is based on simulation using the methods of linear programming (to minimize the costs of played random demand values), and using the analytic hierarchy process - to accommodate the preferences of the decision maker.
This article presents the results of applying various methods of system analysis (CATWOE, Rich Picture, AHP, Fuzzy AHP) to evaluation of teaching assistants. The soft and hard methods were applied. Methods of system analysis are considered as an example at the Higher School of Economics (HSE) in program “Teaching assistant”. The article shows the process of interaction of teaching assistants with students and faculty in the form of Rich Picture. Selection and analysis of criteria for the evaluation of training assistants are carried out. Three groups of criteria were defined: professional skills, communicating skills, personal qualities. Each group has some subcriteria, which were defined in brainstorm. Its own method was determined, which immediately allow drop some assistants. In addition, the application of the methods AHP and Fuzzy AHP type-2 to evaluate teaching assistants is considered. The strengths and weaknesses of each method are revealed. It is also shown that, despite the power of the methods of system analysis, it is necessary to use common sense and logic. Do not rely only on the numbers obtained by the methods of system analysis. In the process of work, the best teaching assistant is selected, and the group of the best teaching assistants is defined.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
