Excess Values for Cooperative Games with Transferable Utilities and Double Consistent Allocation Methods

An allocation problem is a problem of distributing a single homogeneous divisible good among a variable set of agents under the condition that each agent has a positive claim. If the sum of claims of all agents is greater than the total amount of good then an allocation problem is a cost sharing or rationing problem. In the opposite case, it is a surplus or pro t sharing problem. A rule of the distribution is called an allocation method (rule).
