Constructed a model of financial markets transition from laminar to turbulent regime. Such a transition manifests itself in emergence and evolution of financial bubbles that ultimately burst in subsequent crises. The bubble emergence is analyzed in a stochastic context of “large asset price deviations” from their fundamental value. Irrational herding of financial investors, in particular, bears responsibility for asset prices divergence which in the model takes place at the critical point of liquidity issuance. Bursting of a bubble is viewed as a result of financial investors interactions producing qualitative changes to the aggregate system behavior. The latter formally is represented as singularity of a Bernoullian differential equation that could be studied via percolation process in the financial market. Investigation of a system’s behavior near the point of singularity seems to be of vital importance since it provides essential clues to our understanding of “how markets fail”.

This paper examines some of the challenges and opportunities for fi scal policy in the future. It starts by recalling the evolution of the modern tax system with the introduction of a progressive income tax and value-added taxes, and the consequent rise of government spending fi nanced from a widening revenue base. It then highlights the growing role of globalization and the concurrent problem of tax “competition” and the rise of “fi scal termites” which weaken the tax structure of countries. This interplay of globalization, tax competition, and new technologies has given rise to e-commerce, offshore zones, and complex new fi nancial instruments which, in turn, impact tax revenue, tax structures, and the use of particular tax bases. As a consequence, ambitious public spending will need to be constrained. The paper postulates three pillars to address these challenges: improve the working of private markets through effective use of government regulatory power; the progressive substitution of spending programs from a more universal character toward more targeted programs for the poor based exclusively on documented needs; and the progressive exploitation of new opportunities offered by globalization for services not domestically available or only at a high cost. Experimentation will be needed, but the transformation is likely to include elements of these three pillars – without which the public fi nances of several European countries will become more and more a public concern.

In Russia, the wage setting mechanism is still under transformation. Among the institutions that form the wage system, the industry level bargaining is among the less explored. The main motivation of this paper is to analyze the role of industry-level tariff agreements in wage set­ting process. The paper examines the procedure of industry-wide negotiations, main institution­al characteristics of the agreements concluded by social partners, the interrelations of industry-level agreements, on the one hand, with the upper level agreements (on federal and regional lev­els) and, on the other, with company-level bargaining. Special sections study the peculiarities of wage setting on industry-level and the enforcement of agreements reached between employer or­ganizations and trade unions. The final part of the paper contains the analysis of economic con­sequences of Russian system of wage determination.

Alexandre Kojeve (Kojevnikoff) relatively early, when he was only 32 years old, formulated main ideas of his philosophical doctrine. This was preceded by his childhood and youth in prerevolutionary Moscow, where his study of philosophy begins (1902 - 1919); university studies in philosophy and oriental languages in Germany, finishing with his dissertation on Vladimir Solovyov's metaphiysics (1920 - 1926); his mastery in mathematics and physics in Paris (1926 - 1933), development of proper anthropology and first essay of existential phenomenology (the manuscript "Atheism", 1931), which shall be a part of his neohegelian system.

The author of the article examines genres of classical European literature from Antiquity to XVIII century which had the Past as their subject (tragedy, epic literature and novel). The representation of the Past could be understood as myth, history or fairy tale (imaginary story); this triple division was worked out in Hellenistic poetics and it structured the whole history of high literary genres. In Ancient Greece mythic past was practically the only object of representation; in Ancient Rome history entered into tragedy and was brought to the forefront in the epic literature. In the Middle Ages religious drama returned to myth, epos remained mainly historical, and the novel emerged alongside as a new epical form concerned with the imaginary Past. In the literature of Renaissance, Classicism, Baroque and Enlightenment epos remained attained to the historical and mythological topics, while tragedy to the end of this long period approached to representation of the imaginary Present. Tragedy walked the whole way from myth to the imaginary story and from the Past to the Present. Epic literature stopped at the stage of the historical subject, and the novel made instead of it the last step to the Present and the imaginary stories. As a result only the novel managed to eliminate classical genre limitations on the object and forms of literary representation.

The article focuses on the wage formation of workers in the pre-retirement and retirement age in Russia. For this, the authors analyze age-wage profile and wage differentiation within and between age groups. The study exploits the Sample Survey of Household Incomes and Participation in Social Programs for 2016 which has a large sample and covers all groups of employed in the economy. It measures wages payed during the year 2015, thus allowing estimates for annual as well as hourly wages. Multiple previous studies across developed countries come to consensus that wages tend to grow over age until late in life, though with decreasing pace. However, this pattern does not show up in Russian data. Earnings peak early in working life and then decline monotonically. By their pre-retirement age, Russian workers find themselves on the declining wage trend. Though this “deviation” from stylized facts has already been noted in the literature, we explore it using the new and more comprehensive dataset. In addition, our analysis deals with annual earnings as well as hourly wage rates, and it explores trends in hours worked over age. The findings suggest that wage differentiation tends to be higher among older age workers reflecting stronger selection into employment with age. Given the forecast of changes in the age composition of employment by 2025–2030 and assuming stability of the age-wage profile, we can expect non-trivial reallocation of the aggregate wage fund to the benefit of the middle age group of workers while the old age group is likely be unaffect.
