In this paper the authors describe how they have developed and introduced into the university curriculum the course “Smart City – information infrastructure and management”, aimed to study values and principles of decision-making and technologies of creating Smart City with strong support of leading IBM IT-solutions.
The present paper summarizes a review of the best practices and models of academic development in foreign universities. It is argued that academic development as a domain of professional activity is developed as a response to the three interrelated processes: emergence of the new forms of public management, dissemination of 'entrepreneurial university' conception and life-long learning programs. Possible goals, professionalization problems and organizational models of academic development are elaborated in order to present heterogeneity of this phenomenon. We conclude by highlighting the most promising types of academic development programs which is possible to implement in Russian universities.
The collapse of communism has opened up Russia and East-Central Europe to outside influences and enabled new lifestyle choices and forms of religious expression. Based on extensive ethnographic research, this collection uses a variety of theoretical perspectives and methodologies to examine some of the many subcultures and new religious movements that have emerged as part of this process, from members of utopian eco-communities, native-language hip-hoppers and nationalistic skinheads to various forms of Indian-inspired spirituality, neo-paganism and theosophy. Whether they reflect a growing sense of national or ethnic identity, the influence of globalization or a combination of the two, such groups highlight the challenge of creating a free, open and tolerant society in both Russia and new or prospective EU member states. The book seeks to contribute to academic and policy debates in this area by increasing understanding of the groups in question. The studies in this collection present selected findings from the three-year EU-funded project 'Society and Lifestyles: Towards Enhancing Social Harmonization through Knowledge of Subcultural Communities' (2006-2008), which included partners from a wide range of post-communist countries in Eastern Europe and from the UK.
The article covers different variants of language interaction in the modern world – from code-switching to borrowings – resulting from the language contacts (bilingual and multilingual) and reflecting sociocultural changes during the globalization period. Forms and mechanisms for interaction of the Russian and German languages and the formation of sociocultural identity in a multicultural society are analyzed through the example of sociolinguistic situation of the Russian speaking diaspora in Germany.
The paper presents key findings from the analysis of the established as well as prospective areas for the Russian HEIs regional engagement. It highlights the impact made by the Siberian Federal University and South Federal University to the regional development. The paper discloses mechanisms of integration of the Russian HEIs to the regional life based on four areas of cooperation such as economic, social, political and technological areas. It also demonstrates innovative capabilities for regions and city regions from the multilateral cooperation between HEIs and other regional stakeholders.

In his article Vladimir Kantor explores the destiny of Russia intelligentsia within the context of cultural crisis that took place at the turn of XIX and XX centuries, analyzing the Vekhovs, a group of leading intellectuals who ran a collection of essays, titled "Vekhi", studying their relationship towards that Russian cultural phenomenon. To author, the intelligentsia is considered as a critical factor in the development of Russian history. Within a context of the struggle around the "Vekhi", by referring to famous philosophical and literature books, published in 1909, the author focuses on relationships between intelligentsia and ordinary people, their attractive and repulsive interaction, which represents the key theme of the Russian destiny. Any historical movement occurs through tragedy; heroes who move the history have to sacrifice themselves to provide that movement. Confirmation to that idea would be rejection and exclusion of the Russian intelligentsia from the country's mentality throughout a number of generations which ultimately led to its tragic being.
