B20-G20 Engagement: Achievements and Challenges
G20-B20 Dialogue should be instrumental in enhancing G20 efficiency by both responding to the business interests and concerns and engaging private sector in generating growth and jobs. B20 (G20 Business Summit) was first initiated by the Canadian Council of Chief Executives (CCCE) on the eve of the Toronto summit in June 2010. To date five B20 meetings, including the one in Toronto, have been organized each putting forward recommendations for G20 leaders: in Seoul in November 2010, in Cannes in November 2011, in Los Cabos in June 2012 and in St Petersburg in 2013.
Investment made into the dialogue by both business and governments warrants an independent unbiased and rigorous analysis of what has been achieved and what lessons should be learnt. This chapter reviews progress of G20-B20 engagement to identify achievement and challenges.
The paper discusses how the russian labor market has been evolving over two decades of the transition. it starts with tracing key labor market indicators such as employment, unemployment, labor force participation, working hours, and real wages. Their dynamics indicate that the labor market tends to operate in a non-conventional fashion and far from the patterns expected initially. The authors argue that the current russian labor market represents a peculiar model that is different from what is observed in the rest of europe outside of the cis. having established this, they look at the institutional foundations that make this unconventional performance possible and proceed with discussing political economy and welfare implications. The findings are compared with the experience of other post-socialist countries.
In this paper the public-private wage gap is estimated by means both of the OLS and the quantile regression, which will provide a more complex picture of the distribution of the public-private sector wage gap. The author finds the existence of significant public-private wage gap (about 30%) considering both observable and unobservable characteristics of workers and jobs. Using the decomposition based on quantile regression helps to answer the question about the nature of the wage differences. The author comes to the conclusion that the main reason for the gap is the institutional mechanisms of public sector wages in Russia. The analysis is based on the data from Russian Longitudinal Monitoring Survey (RLMS-HSE) 2000-2010.
The article is dedicated to fiscal incentives for business angels. Business angel, a comparatively new phenomenon in Russia, is defined in the first part of the article. The second part is a research of fiscal incentives intended for private investors in order to encourage them to support small innovative enterprises. The research is based on European and North American experience. Finally, the third part suggests the ways of creating a system of fiscal incentives for business angels in Russia.
The proceedings from the 15th EDAMBA conference, which took place at the University of Economics in Bratislava on 22nd November 2012 have been prepared as a joint refereed publication of participants presenting their papers at the conference. The aim of EDAMBA as an organisation is to promote the exchange of information, to enhance the mobility of PhD candidates, to promote research cooperation and to increase the quality of PhD programmes and to create an environment of excellence with a European perspective while pursuing the existing diversity.
The G20 has proved that it can respond to crises. It has to live up to the expectations that it can prevent global risks, break dead locks other institutions responsible for resolving critical issues were unable to break. Challenging a plethora of skeptics G20 is now a long term process in motion. The G20 leaders’ decisions on the Mexican 2012 Presidency’s five priorities, which are broadly shared across the G20 members and beyond, are expected to advance global financial and economic stability; promote growth and jobs creation through structural reforms; make progress towards international financial institutions reform; strengthen financial regulation; enhance food security and mitigate commodity price volatility. The summit commitments and their implementation by the G20 and relevant international institutions will show how much the expectations held would prove to be the expectations met.
Strong distinction between contractual claims and claims arising out of bilateral investment treaties (BIT) exists in modern investment disputes resolution. This distinction has a practical importance when the competence of international tribunal to decide the claim is in question, because investment contract and BIT contain different dispute resolution provisions. The common mechanism of dealing with this conflict is introduction of umbrella clause in the particular BIT. Umbrella clause is the clause lifting the breach of contract between investor and host state to the level of breach of BIT between this state and investor’s home country. The role of umbrella clauses in international investment law and the issue of competence conflicts arising of them are analyzed in this article.
