The volume consists of scientific and research papers of the Fifth International Con- ference “Actual Problems of System and Software Engineering” (APSSE-2017), which took place with the support of the Russian Foundation for Basic Research (RFBR) (Project No17-07-20565). The Conference was held at the National Research University “Higher School of Economics” from November 14 to November 16, 2017 in Moscow, Russia. The conference was devoted to the analysis of the status, contemporary trends, re- search issues and practical results obtained by national and foreign scientists and ex- perts in the system and software engineering area, as well as information and analyti- cal systems development area using Big Data technologies. The target audience of the conference came to be the experts, students and post- graduates working in the area of ordering, designing, development, implementation, operation, and maintenance of information and analytical systems for various applica- tions and their software, also working on custom software development. Plenary papers were delivered by the leading domestic and foreign specialists and were aimed at developing the views on the most important and fundamental aspects of the information technology development. The Conference hosted 13 invited reports. There were submitted 77 articles, 51 from which were selected for publication. All the submitted articles were reviewed by the members of the Program Committee as well as by the independent reviewers.

Why do we rather disagree than agree with each other? Why are people more likely to have different opinions than one? Can different persons have different views and still be right, all of them? All of such naive, almost childish questions concern the human being as the interlocutor of the other person and as an accomplice to the truth. It may seem that a person’s subjectivity only impedes the truth. But without the former, the latter simply does not exist. In ages passed and gone, a dispute about everything took place in the invisible presence of the Absolute (God, Spirit, Truth, History); today we have nobody else to appeal than another person (interlocutor, judge, expert, voter…). Such an appeal ad hominem, so proper to human beings, however, has always been strictly forbidden by logic and is still regarded as unacceptable discursive behaviour. Philosophy, in its search for the truth, alternatively turned its back on man, then again turned to him. In the second half of the twentieth century, logic (as the normative science of thought) began to adapt to those “too human” areas of thought where the appeal to the “man”, ad hominem, is absolutely inevitable (res publica or “human affairs”),— in the form of “informal logic”, “logic of argumentation”, etc. But under different names, the “turn to the human being” is practically coextensive of philosophy — from Socrates through Kant to neopragmatism (and so on), which does not cancel its regular rejection of “humanism” as a kind of (anti) philosophical religion of man.
Thus, the book focuses on the problem of the relationship between truth and man. The man always acted both as a subjective obstacle to the truth, and as its obligatory condition. Having chosen the ad hominem argument as a red thread, the author traces (in six separate albeit intertwined chapters) some historical and philosophical moments of this relationship — since the (constituent for the philosophy) separation from sophistry, through the complex history of the ad hominem argument and the emergence of the transcendentalist tradition to the debates on humanism in the twentieth century.

The book is about public recreation.The critical theory approach to the study primary used non-empirical procedures data collection and analytic procedures which included investigative research, negative case analysis, and theoretical triangulation. These procedures were supplemented with empirical data collected from in-depth interviews with five scholars and with three parks and recreation managers. Results of the non-empirical procedures revealed the biased selective nature of the current conceptualization of public park and recreation marketing and the existence of alternative conceptualizations which have been ignored. The existing and alternative models were discussed with scholars and park and recreation managers. Support was found for the alternative models. From these data an alternative conceptualization of public recreation marketing was developed and named the concept of administered marketing. Implications for recreation managers are discussed. Directions for future research into the administratively managed recreation marketing concept are suggested.

We single out the main features of the mathematical theory of noble gases. It is proved that the points of degeneracy of the Bose gas fractal dimension in momentum space coincide with the critical points of noble gases, while the jumps of the critical indices and the Maxwell rule are related to tunnel quantization in thermodynamics. We consider semiclassical methods for tunnel quantization in thermodynamics as well as those for second and ultrasecond quantization (the creation and annihilation operators for pairs of particles). Each noble gas is associated with a new critical point of the limit negative pressure. The negative pressure is equivalent to covering the (P,Z) diagram by the second sheet.

Research in modal logic now spans the spectrum from philosophy, computer science and mathematics using techniques from relational structures, universal algebra, topology, and proof theory.  These proceedings record the papers presented at the 2016 conference on Advances in Modal Logic, a biennial conference series with an aim to report on important new developments in pure and applied modal logic. As indicated above, there are new developments in using modal logic to reason about obligations, about programs, about time, about combinations of modal logics and even about negation itself.

Estimating how uncertain an AI system is in its predictions is important to improve the safety of such systems. Uncertainty in predictive can result from uncertainty in model parameters, irreducible \emph{data uncertainty} and uncertainty due to distributional mismatch between the test and training data distributions. Different actions might be taken depending on the source of the uncertainty so it is important to be able to distinguish between them. Recently, baseline tasks and metrics have been defined and several practical methods to estimate uncertainty developed. These methods, however, attempt to model uncertainty due to distributional mismatch either implicitly through \emph{model uncertainty} or as \emph{data uncertainty}. This work proposes a new framework for modeling predictive uncertainty called Prior Networks (PNs) which explicitly models \emph{distributional uncertainty}. PNs do this by parameterizing a prior distribution over predictive distributions. This work focuses on uncertainty for classification and evaluates PNs on the tasks of identifying out-of-distribution (OOD) samples and detecting misclassification on the MNIST and CIFAR-10 datasets, where they are found to outperform previous methods. Experiments on synthetic and MNIST and CIFAR-10 data show that unlike previous non-Bayesian methods PNs are able to distinguish between data and distributional uncertainty.
