This volume comprises the proceedings of the IX Moscow International Conference on Operations Research (ORМ 2018 – Germeyer100) in the scope of fundamental research and applications of decision-making theory under uncertainty, operations research in multiple areas as well as numerical methods of operations research. The conference is devoted to the centenary of the outstanding Soviet scientist, professor Yuri Germeyer who contributed greatly to the development of mathematical foundations of the decision making theory and played a key role in the formation of the domestic school of operations research and the game theory. The reports demonstrate a further and profound development of the Germeyer scientific school.
On December 25,2020, the second national Conference of researchers of economics, Business and society was held at the Higher School of Economics–Saint Petersburg. This event was associated with the discussion of academic and applied issues on the results and challenges that 2020 brought in various fields of science and practice: finance, economics, mathematics,education. The online conference was attended by researchers from universities in different Russian cities. Postgraduates and students from different universities, as well as practitioners from different fields of activity, contributed as co-authors. It is important that this event brought together all socially significant disciplines and became a platform for knowledge exchange, summing up the results of the year and building plans for future research. On December 27, 2019, the HSE-Saint Petersburg hosted its first scientific and practical conference for researchers of Economics, business and society. This event was aimed at summarizing the results of 2019 in various fields of science and practice: Finance, Economics, mathematics, politics, sociology, culture, history, and education. The conference was attended by researchers from Russian and foreign universities. Postgraduates and students from Russian and foreign universities, as well as practitioners, made their contribution. It is important that this event brought together all socially important disciplines and became a platform for sharing knowledge, summarizing the results of the year and building plans for future research. Article describes the current SDGs implementation by the BRICS countries. A general analysis LDCs and BRICS mutual trade shows a low involvement of least developed countries in trade with BRICS. Further the focus of the methodology of the study lies in computations of two trade indices and identification of new clusters of LDCs. The export propensity index and trade intensity index calculated in order to identify the most promising countries to increase exports to the BRICS. Authors select 13 LDCs, which are prospective for trade development with BRICS, such as Angola, Democratic Republic of the Congo, Mozambique, Bangladesh, Guinea, Mauritania, Nepal, Tanzania, Zambia, Bhutan, Lesotho, Malawi and Solomon Islands. For other 34 LDCs authors identify five clusters based on their economy structure, including on the base of the role played in LDC’s economies by Official Development Assistance and Personal remittances. Clustering allows BRICS to provide targeted support to LDCs in order to increase their export potential through the most effective mechanisms for each economy.
The collective monoghraphy, 10th in the Seria, represents the results of research seminar for Master degree students of 1st year education of NRU HSE program "Public Administration" from year 2015-2016. The accents at the articles was made on the style peculiarities of texts composing, and on the understanding of some common features of research articles with practice oriented projects in the field of policy and programs evaluation.
