Organizational resources should form the base of the strategy elaboration. The  balance of resources (knowledge, aptitudes, pratcices of the organiational activities etc) and of strategic choices is, from our point of view, the main task of the new approach to the creation of the future of the organization. Such an approach can be called the organizational design methodology. The essence of this approach is the need to find a correspondance of the chosen strategy to the possibilities of the personnel and of the organization (competencies of individuals, departments or groups or of the organization as a whole) in a concrete turbulent environment, at a concrete moment of time and in a concrete area of activity.
