Handbook of Labor, Human Resources and Population Economics
This handbook provides an integrated picture of knowledge about the economic and social behaviors and interactions of human beings on markets, in households, in companies and in societies. With a core basis in labor economics, human resources, demography and econometrics, it contains a large and complete summary and evaluation of the scientific state of the art. It relates to relevant fields in law, behavioral science, psychology, health, biology, sociology and political science, among others, where basic human processes are considered. Long survey chapters on core knowledge are combined with shorter frontier research chapters and those with a clear policy perspective.
Until recently, the career prospects of engineers and researchers have changed considerably. The chances of getting a permanent job, of getting a good position at a university or research center depend not only on one’s academic degree but also on individuals’ experience, competencies, and portfolio. Skills received during the period of study at the university or dissertation research can no longer be considered as sufficient for career. Lifelong learning is becoming the dominant model and should become an integral part of all career plans by means of constantly updating and developing the individuals’ “portfolio of competencies.” At the same time, successful companies should focus not on the staff but on the organizational stock skills, i.e., the aggregate “portfolio of competencies” of employees with different professions, which allows the company to formulate for specific tasks and projects different sets of competencies required in each specific case.
The chapter analyzes the most in-demand and dynamically changing sets of competencies in two high-tech areas – robotics and biotechnology.
According to the Treaty of Frankfurt (1871) France lost Alsace and Lorraine. In the paper I estimate how a new border affected a growth of towns. Applying difference-in-differences methodology to census data for 1831-1911, I obtain paradoxical result. New border stimulates growth of nearby towns. Observed effect is turned to be persistent and robust to specification changes. Obtained results are contradicted to both theory and other empirical studies (Sturm, Redding (2008), Brülhart et al.(2012) and others).
Editors Neal Chalofsky, Tonette Rocco, and Michael Lane Morris have compiled a collection of chapters sponsored by the Academy of Human Resource Development that provide revolutionary insight into the concepts, theories, research initiatives, and practical applications essential to HRD. Topics range from HRD foundations, workforce development, and management to more specific topics such as implementing and managing HRD initiatives in the organization. The chapters are written by professionals who offer a wide range of experience and who represent the industry from varying international and demographic perspectives. The questions addressed include:

In this Chapter a system of international labour standards is described and fundamental internationally recognized principles and human rights related to labor are analyzed.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The results of cross-cultural research of implicit theories of innovativeness among students and teachers, representatives of three ethnocultural groups: Russians, the people of the North Caucasus (Chechens and Ingushs) and Tuvinians (N=804) are presented. Intergroup differences in implicit theories of innovativeness are revealed: the ‘individual’ theories of innovativeness prevail among Russians and among the students, the ‘social’ theories of innovativeness are more expressed among respondents from the North Caucasus, Tuva and among the teachers. Using the structural equations modeling the universal model of values impact on implicit theories of innovativeness and attitudes towards innovations is constructed. Values of the Openness to changes and individual theories of innovativeness promote the positive relation to innovations. Results of research have shown that implicit theories of innovativeness differ in different cultures, and values make different impact on the attitudes towards innovations and innovative experience in different cultures.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
