The book is a comprehensive study of the current state of the municipal services in different regions of the country, including the procedure for granting ulug, especially law enforcement, sociological studies, proposals to improve legislation

The article focuses on the impact of financial crisis in Indonesia on the budget for public infrastructure, services, and transfers. The behavior response of the population to the crisis could mean future welfare costs of an economy. With this regard, multiple equilibria in the income or wealth dynamics at the household level has been suggested in such away that hysteresis can stem from a transient income. A counterfactual assessment of the local welfare impacts of the crisis, both in short and long-term is provided.
Th e article has been prepared following the results of the Territorial Accessibility of Local Self-Government in the Russian Federation research carried out by the Urban Economics Fund. Th e research attempts to assess the share of the Russian population living in settlements with limited territorial accessibility of local self-government. Th e authors give concrete examples to show that a signifi cant share of the country population lives in conditions of limited accessibility of local self-government and the processes of transformation of municipal districts to city districts taking place in the country make the problem even worse. Th e article provides possible solutions of the problem.
Today Russia possesses typical "Post-Soviet" organizational culture in local governments, indicative for the Ex-soviet block countries (first of all the Central and Eastern Europe). The present stage of formation and development of local government in Russia assumes change in paradigm of preparation of municipal employees. Answering calls of modern 'knowledge economy' such tasks as training municipal employees, the organization of educational process, creating training/educational programs and courses for retraining are subject to full reconsideration. So, essentially new tasks when training municipal employees consists not only in increasing efficiency of interaction of citizens and the state representation closest to the population, but also in profoundly changing the positioning of state structures at local level. This paper is dedicated to the 'Knowledge municipal servants' development, identification of existing problems in this field, solution proposals and prospects (the Russian case as a country with typical characteristics of transition economy).
The article is devoted to a particular form of freedom of assembly — the right to counter-demonstrate. The author underlines the value of this right as an element of democratic society, but also acknowledges the risk of violent actions among participants of opposing demonstrations. Due to this risk, the government may adopt adequate measures restricting the right to counter-demonstrate, certain types of which are analyzed in this paper.
Development of standards of international controllability is reviewed in the article. Institutional approach is applied to development of international legal regime of Energy Charter. Definition of controllability is connected to development of international standards of dispute settlement, which are described in the article in detail. In connection with controllability, Russian interest, defense of investment in European Union and ecological investment encouragement, is reviewed in the article.
