Writing the paper on the eve of the G20 summit in Cannes, the author expressed a view that except for French President Sarkozy, no one should be surprised by a disappointing outcome in Cannes. More importantly the author argues that this does not mean that the world economy will not be rebalanced just because the G-20 did not ordain the solution. Unsustainable imbalances will eventually be adjusted by economic forces. Refraining from meaningful and urgent collective action, the G-20 leaders choose to let the world rebalance itself more chaotically, with the inevitable result of making things harder for each other. This is not a collective leadership but a joint abdication of responsibility. To prove its usefulness, the G-20 must do more than help old and emerging economic powers agree to disagree. The paper asserts that if the G20 fails the test, it is only a matter of time when the new creditors will see it as in their individual interests to make common cause either to reform existing institutions or to create new ones free of the dominance of the debtor countries. The author concludes that we can only hope that a new grouping of major creditors arrives as the successor to the G-20 in time to avert a replay of the 1930s. This article presents a methodology for the selection of priorities for science and technology (S&T) cooperation among the BRICS countries of Brazil, Russia, India, China and South Africa based on an analysis of international and national strategic documents of BRICS countries and a bibliometric analysis of joint publications by researchers from BRICS countries indexed in the Scopus database. The national S&T priorities for countries are systemized and a comparative assessment of capacities for S&T development in BRICS countries is developed. Indicators of publication activity of all BRICS countries have significantly increased since 2000. Analysis shows that Russia must pay particular attention to the development of cooperation with China, which is already one of the leaders on the global S&T stage. Cooperation with India, Brazil and, in some research areas, with South Africa could also have a positive impact on the performance of research and development in Russia. A list of 14 thematic priorities for S&T cooperation for BRICS countries is presented in the paper based on the analysis of a set of national, bilateral and multilateral strategic and forward-looking documents. Priorities of S&T development create a basis for more efficient and mutually beneficial cooperation between BRICS countries and allows individual scientists to broaden the range of research, use new tools for S&T cooperation and share best practices.
The paper discusses recent initiatives undertaken by the Russian Government that are aimed to attract highly qualified foreign specialists to Russian higher education institutions. The authors describe obstacles that both institutions and specialists face. Best practices to attract leading scientists used in various countries are identified.
The article represents the results of the monitoring Russia's compliance with commitments, made at the G8 Aquila summit in 2009. The monitoring was made by International organizations Research Institute of the State University - Higher School of Economics (HSE IORI) with G8 Research Group of the University of Toronto. The article provides comparative analysis of the measures undertaken by the Russian Federation during compliance period in 5 major spheres of collective actions. It also provides recommendations on how to raise the compliance level and improve the efficiency of accountability on commitments made.
The approbation of the template methodology developed within the project «Developing and Approbating a Template Methodology for National Ranking of Higher Education Institutions» implemented by the National Training Foundation within a project with the Ministry of Education and Science, RF in 2011- 2013 took place in 2012. Quantitative data were received from more than 100 higher education institutions. Stakeholders’ comments, reflections, and recommendations on the developed tool, indicators, methods of data collection and processing, presentation of the ranking results were collected in the course of approbation. Qualitative evaluation of the methodology was also carried out based on the conducted interviews, focus-groups and consultations with experts, academic community, students and employers. The article discusses outcomes of the conducted qualitative research on the stakeholders’ attitudes, their needs and expectations of the template methodology for multidimensional ranking of Russian higher education institutions. The paper concludes with provisions for further methodology amendments in accordance with the research findings.
Trade liberalization with Asian countries is a key issue on the agenda of Russia and the Eurasian Economic Union’s (EAEU) economic and trade connectivity with the Asia-Pacific region (APR). However, the signing of free trade agreements (FTAs) has traditionally been negatively perceived in both Russia and EAEU partner countries because of the extremely conservative prevailing trade policy. This study simulated the situation of full liberalization of Russian trade in goods with Rep. of Korea (here and after: Korea), Singapore, India, Japan and China to assess the risks of such agreements. The countries were selected on the basis of the current negotiating tracks of the EAEU and the analysis of Russian foreign trade with the APR countries. The simulation was performed using a partial equilibrium model built with the SMART software provided by the World Integrated Trade Solution. The article highlights key product groups, increases in imports of which can be expected with a complete abolition of import duties by Russia (taking into account sensitive tariff lines). In addition, the authors conclude that in this case, imports of Indian and Korean products will increase by approximately 7.5%, and imports from Japan and Singapore, respectively, by 7% and 6.5% of the cost of imports from these countries in 2016. The simulation showed an 8% increase in imports from China, which in absolute terms exceeds the current level of trade with India and Singapore combined. This confirms the low probability of starting the FTA negotiations with China in short and medium term.
This paper attempts to put G8 and G20 institutions within the same assessment paradigm on the basis of a functional framework. This approach allows comparing the G8 and G20 across at least three groups of indicators: performance of global governance functions, accountability and compliance performance; contribution towards global governance agenda; and engagement with the other international institutions. It begins with outlining the methodology, and goes over to the main findings and conclusions on each of the dimensions. Thus the study contributes to building a quantifiable evidence base for an assessment of the G20 and G8 effectiveness and to inform forecast of their future roles.
