Within research it is interviewed top managers on logistics of the Russian enterprises for scope of logistic controlling. Poll took place in a form of written and online questioning. Results are documented and processed by a special technique.

The paper considers the problem of estimating sensitivity of the company’s business performance (in particular return on assets (ROA) to the logistics key performance indicators (logistics KPIs). Different impact of each logistics lever (service, costs, performance of the logistics department staff, return of assets, etc.) reflects on the logistics controlling and reporting system of the company due to the KPIs and modifies the return on assets at the company in a variety ways. In turn, the tool of any functional effectiveness evaluation, including logistics, is, for example, the model of strategic profit, which becomes the basis for a Balanced Scorecard (BSC) foundation.

It is (BSC) necessary to install properly the “weight” of each KPI in the BSC in order to motivate efficiently the logistics department staff. Currently in most companies it is done by experts without any objectiveness. The use of sensitivity methods can significantly increase the effectiveness of the incentive system due to the objective calculation of logistics KPIs impact on company’s ROA.

The paper proposes an approach of determining functions and coefficients of the ROA sensitivity to the changes of the logistics KPIs. The approach is based on the dynamic model of assessing the impact of KPI on the financial results of the company: appropriate information in the form of retrospective series of ROA / KPI should be used. The algorithm of specified assessment is suggested, and specific example of calculations of sensitivity functions, foundation of BSC and change of incentive system of logistics department employees of the company taking into account educed sensitivity of performance indicators is provided.

The growing interest in increasing supply chain efficiency claims the higher requirements to designing of supply chains. Searching and choosing options of different supply chains is supposed to be of a current interest in our country. By achieving this goal Russian enterprises could benefit significantly. To solve the problem of supply chain efficiency we consider the complex attitude to designing supply chains for new products, which are delivered to the market through the existing logistics channels, i.e. infrastructure and configuration.

The main idea is to propose a complex logistics network between supply chain designing from the very beginning and reengineering. In other words, the core idea is to develop different ways of decision making in order to promote new product to the market.  

In the article ‘new product’ is determined as a product with significant differences from previous product lines by its’ customers’ features, demand, weight, forms, retail volumes and product life cycle. Apparently, changing weight and forms of the product could lead to the change of packaging. As a result, amount of units per one delivery will change too. In addition to this, we should think whether to change the existing logistics supply chain configuration or leave it untouched. Integral criteria could be used as an evaluation tool.

Developed methodology is supposed to be used in design of logistics networks in general. At the same moment, developed methodology could be applied to systems of smaller scale and certain logistics functions, such as storage, transportation, warehouse management, etc.

Article contains critical literature overview, methodological proposals and algorithm, example of calculations.

In the article is considered the topic of designing supply chains for a new product with the existing logistics configuration and infrastructure. The article deals with development of the new approach to supply chain management between designing supply chains and reengineering.

Currently, there is instability in the transport and logistics market. Some logistics operators using customer incompetence, lack of a unified methodology for costs assessing try to use highest tariffs. Development of logistics costs classification is a very important issue at the moment. Each transport and logistics company uses its own approach to the definition and calculation of these costs. Logistics costs classification is very important for cargo owners as it can be the basis for determining the types, sources and the value the costs for logistics operations. The article contains the results of a study on the composition of logistics costs for each participant in the supply chain: the sea carrier, warehouse, freight forwarders, road transport. The authors systematized costs (as general, individual and specific groups for each member of the logistics chain), created logistics cost classification. Costs were grouped according to uniform operations in each of the groups. Authors justified the practical significance of the logistics costs classification. The article describes forwarder functions, its coordinating role in the delivery of cargo in the supply chain. The authors presented the forwarder logistics costs, justified for their own costs and expenses of forwarders clients. Such a way the authors proved the importance of the logistics costs classification. The authors also pointed out the possibility of cost savings that will be used in further studies.

Key elements of process of organizational change management in the logistics business are defined and described in the article. The problem of improvement of process of organizational change management coordinates with effectiveness of organizational changes which is substantially set in borders of management of these changes. The criterion of effectiveness of organizational changes is stated, and according to this criterion management tasks have to be ranged, projected and evaluated from a position of development of functional stability properties of the organization considered as open social and economic system. The range of management tasks of organizational changes is defined and their differentiation on functional stability properties of the business organizations is determined.

The model of process of organizational change management offered in the article specifies its key positions for the case when ensuring functional stability of organizations in the logistics business is accepted criterion of management efficiency. Concurrently goal-setting of management is defined by the greatest possible use of factors of development of such system properties as organization balance, its adaptability, and integration. Disclosure of model of process of organizational change management is accompanied by specification of differences between organizational changes initiated by managers and changes which are beyond their competence, arising as a result of influence of external and internal unregulated factors. Key positions of process of organizational change management are described, which importance is generally underestimated by managers whereas in contract managers have to establish and correct in due time goal-setting of administrative influences being guided by these positions.

On the example of generalization of questionnaire-based survey findings received from the logistics business experts the thesis on the necessity of differentiation of the main reasons of organizational changes is proved. During the research such reason of organizational innovations as innovative activity of the logistics business organization was a subject of differentiation. Differentiation was performed on grounds of innovation (the new equipment or technology), and a segment of its implementation. The results of this research show that differentiation of organizational changes reasons enables to define a preferable area of administrative influences, to specify their goal-setting as well as labour intensity.

Author describes quantitative methods of optimization in management of different kinds of resources, which can be used within investment projects buildup on the stage of feasibility studies. Particulary, the issue of optimization of re-adjustment time duration is investigated (on the example of cases, when different goods are produced by one tool, but in each discrete time moment only one item can be produced by this tool). The determined model of optimization of re-adjustment time duration is proposed. Also the article contains discription of re-adjustment process optimization under uncertainty and risk.

The law on the contract system, which regulates the purchase of state and municipal sphere, admits the possibility of laying a centralized authority to determine the supplier to the specialized public authorities. Representing the interests of a group of subordinate organizations located in some geographical areas or operating in certain sectors of the economy, such "single customer" can perform a number of functions to be implemented at the moment consumers of material resources independently. For example, the collection of applications and consolidation, preparation and conduct of suppliers determination procedures, contracting, supply control, and so forth. The volume of purchases considered separately customers disproportionately less than the consolidated need of companies from a certain sector of the economy, formed on the same resources. As a result, customers lose the opportunity to obtain wholesale discounts when placing large orders direct from the manufacturer. The lack of centralized control leads to the necessity of keeping the customers own expense warehouses, paying the disaggregation of parties additional handling and increasing the cost of warehouse processing. The calculations were performed in comparable rates in the form of a feasibility study of the project, involving the formation of a centralized organ of management of material flows in the public sphere. To determine the period of return on investment, calculated simple payback period (payback period – PP). The calculations given in the article, it is shown that the use of logistic principles in the management of public and municipal procurement can achieve significant savings of budget funds that are allocated in a fairly limited quantities, given the current state of the economy. In addition, investments in fixed assets, which have to do with building infrastructure "single customers" pay off in a relatively short period of time.

Supply chain management is based on the use of rather heterogeneous and uncertain information. The uncertainty of the market information or product gives rise to the asymmetry of information – the circumstances in which some of the participants in the transaction possess the important other participants do not have. This problem was first noted by K. Arrow in 1963. In 1970 G. Akerlof proposed a mathematical model of the market with asymmetric information. In such a market, the price of goods tends to decline even for goods with perfect quality. There are options for the development of a situation in which such a market disappears completely. The problem of asymmetric information has since been studied in relation to different markets and products, such as insurance markets, used car models and others, but the problem has been little studied in relation to supply chains. The presence of various types of uncertainty in supply chains makes it possible to apply the theory of fuzzy sets. Application of the fuzzy set theory allows to combine all kinds of information into a single whole and adequately consider it. To do this, it is necessary to provide information about the functioning of logistics systems in the form of membership functions. Using the tools of fuzzy set theory, it is possible to develop a conceptual model for overcoming information asymmetry in supply chains between different market participants, which will improve the transparency and reliability of their supply chains. When modeling the processes of overcoming information asymmetry in supply chains, it is possible both to increase and reduce the number of signs affecting the manageability of supply chains, depending on the complexity of the logistics systems. Due to this, this model can be adapted to a variety of forms of interaction between logistics and trade organizations, regardless of their size and scope of activity. Thus, this model allows to establish the degree of reliability, transparency and manageability of supply chains between their different participants and to find: ■ the best ratio of qualitative and quantitative features characterizing certain supply chains between different organizations ■ ways to reduce information asymmetry and increase information transparency depending on the values of the indicators that characterize the supply chain and choose the best one

The advanced concept of control, monitoring and management of complex supply chains «Supply Chain Control Tower –SCCT» is considered. The basic terminology is given, the problematics is indicated and the key stages of the evolution of the SCCT concept are analyzed in the direction of increasing the maturity level of projects from version CT 1.0 to version CT 4.0. The shortcomings of earlier versions of the Control Tower (1.0-2.0) are analyzed. The article describes the design methodology of modern SCCT, including ensuring end-to-end visibility of the supply chain, building and exchanging data in a Multi-party Network, synthesis of a digital model – a twin of the physical supply chain; creation of information hubs for reliable storage and transmission of information using digital technologies, in particular, the blockchain. Examples of the implementation of the Control Tower 4.0 company One Network are set. The advantages of using advanced versions of Control Tower 4.0 for controlling and adaptive management of complex supply chains using predictive analytics and artificial intelligence are shown.

Recently the technology «Mutual planning, forecasting and stock replenishment» is attracting more and more attention of logisticians, marketing  and strategic management specialists. The basic idea of CPFR consists of combining efforts of contactors within constructed supply chain for satisfying needs of clients by integrating basic marketing and logistic business processes. The aim of the article is to illustrate theoretical aspects of CPFR concept  and its practical implementation within supply chain of producing company. In particular, the point of CPFR concept, variants of its appliance, basic advantages and disadvantages are specified. It is shown, that CPFR base is efficient organization  of planning and procuring  process in chain by optimizing data exchange, inventory positions management with unstable and hardly forecasted demand, establishing cooperation according to worked out standards for excluding bottlenecks and overcoming restraints when satisfying customer expectations. It is shown, how companies may define their goals and select necessary CPFR tools for their attaining.
