This paper analyses the administrative costs of public procurement for a large set of public customers in one of Russian regions (Kaluga region). Our results give an opportunity to make some conclusions about effectiveness of procurement procedures, types of procurements, and about possible regulation changes in Russian procurement system.
In 2014 FAS of Russia proposed to introduce international exhaustion of trademarks rights regime in Russia (legalize parallel import of branded products) step by step for different product groups. Meanwhile FAS of Russia did not present criteria for selection of product groups for introduction of international exhaustion of rights at first. An objective of this study was to formulate criteria for selection of product categories for parallel imports legalization in the first place on the basis of existing experience of the assessment of parallel imports legalization effects and to identify these categories taking into consideration the analysis of the composition of “protected” trademarks (included in TROIS), international trade flows of branded goods and the volume of investments of the right holders in Russia.
The principles of pension reform that has started in Russia in 2002 г. were not the same because of the social, economic and demographic changes. Nevertheless for the time being the situation in the pension sphere cant be determined as stable. The author analyses the main factors clarifying the current characteristics of the pension system in this country as well as the decisions made by the federal government. The future rise of the responsibility of the employed for their future incomes after reaching the pension age is considered to be inevitable.
At the moment in Russia a policy of privatization of companies with the state participation in the share capital is being conducted; the results of this study will help to make predictions about the dynamics of performance of privatized companies
The main goal of the research is to study the impact of state participation in the share capital on performance of the company. The study showed that state participation in the capital negatively affects to the companies' performance. However, in this work an interesting result that enterprises of a natural monopoly receive the net profit more than other companies was obtained.
The article deals with an exigent problem of choosing a strategy for industry development, considering a wide range of possible government regulation measures. The definition of a limited set of most effective measures is carried out by joint application of SWOT-analysis and the hierarchy analysis method (AHP). Illustrations of this approach are demonstrated in the example of an export-oriented strategy development for the Russian poultry farming. The described approach allowed a quantitative comparison of measures for assessing priorities, which would mostly contribute to an increase in exports. Among the highest-level priorities of strategic planning, which may have the greatest impact on increased export of Russian poultry products, the authors highlighted stable production rates of the industry and emergence of new markets. This group also includes measures that restrain negative consequences of possible outbreaks of avian influenza and other poultry diseases.
The paper reveals main problems of mortality statistics, including recorded causes of death. Miscoding of homicides, self-harm, tuberculosis, cardiovascular disease distorts the actual mortality statistics as to causes of death. There are a number of problems with completion of death certificates, measuring infant mortality, and estimating life expectancy. The paper provides recommendations for improving the system of forensic examination and enhancing coordination between statistical bodies, health bodies, and police. Other important conditions for improving the quality of mortality statistics are increased demographic literacy and a growing standard of living of the population.
