It is the author's opinion that starting with summer 2002 Russian-Belorussian integration reaches a point of inexorable but predictable degradation. The fact is that transnational integration continues if the integration project keeps dynamic of process of new commonality's creation out of uncoordinated objects. If starts the braking of project one may say about integration only in the past tense. The author offers as real variant of periodization following: The first stage (1994-1998) - predominantly development of economic component. There were creation of unit customs zone, discarding of Belorussian debts approximately 1 billion USD, opening of Russian market to Belorussian commodities and giving to Belarus the privileges and preferences concerning Russian energy resources. The second stage (1998-2000) - stage of political integration. There were consistent declarations of Community, Union and Union State of Belarus and Russia and at the same time forming of leading bodies of Union State: the Highest Council of State and its Chairman, its Council of Ministers, its apparatus, budget and so on. The third stage (2001 - the present time) - period of stagnation of project. Here there are stopping of development, degradation of economic integration, depression in political integration, beginnings of Belarus-Russian conflicts and informational wars, displacement inside Russia the theme of Union construction, using inside Belarus the Russia-Belarusian integration to solution of internal problems of power - installation of constitutional referendums, legitimization of results of the regular presidential election and so on. Thus the integration process between two «Union states» by 2006 finds oneself at the edge of political and social-economic reality of internal and external development both Russia and Belarus.
The article «Russian-Belarusian integration: problem of definitions against a background of Euro-integration» devoted to series of problems connecting with analysis of braking of creation of Union State Russia and Belarus. The article attempted to appreciate the influence of European Integration process on Russian-Belarusian integration, to compare and confront basic stages of European project with Russian-Belarusian integration project. It alloys to bring to light the deep-laid and concealed obstacles in stimulation of development of structure of Union State Russia and Belarus.
The main aim of this article is to illustrate the dynamics of energy stage of crisis of Russian-Belarussian integration project. Here are considered causes of crisis tendencies setting in integration of Moscow and Minsk and are emphasized the differences in political and economy aims of partners on creation of Union State Russia and Belarus. Simultaneously the author critically analyses some results of discussion developing in Russian political class and Russian expert community under slogan «How we have loosed Belarus?», emphasizing the common context of discussion and determining the main theses and conclusions.
In the author's article «Russia in the gripe of globalization» analyses the influence of globalization's processes on national identity as whole and on identity of Russia particularly. Here emphasizes the problem of intercommunication of globalization and national modernization and correspondingly competitive ability in contemporary world.
The author considers in this article the place of Russia in outside economic policy of European Union in three dimensions: - EU as full value actor in world energy policy; - the role of EU in development of international organizations concerning the energy markets; - the contrastive analysis of regional EU policy in respect of different producers of energy. The aim of this analysis consists in determination of significance of Russia in outside economic policy of EU. At that the review of EU policy considers from the point of view of potential of collaboration with Russia and from the point of view of conflict of interests between Moscow and Brussels.
