Now the municipal sector of water supply and water disposal is in a critical condition. The city of Perm also has these problems. In this article the analysis of water supply and water disposal systems is being carried out. Also the main problems of functioning of water supply and water disposal, as well as solution of water supply and channeling problems is coming to light.
The authors of the article research factors which influence the way companies enter the international market: whether they invest into setting up their new branches on the territory of another country or prefer to take over existing companies. To answer this question the authors have analyzed the representative sample of 1024 transactions with foreign direct investments in Russia for the period from 2008 to 2013. As the companies make a choice between two alternatives, a binary choice logit model has been used for the research. The results analysis of the model have shown that high tech industry companies generally prefer to take over existing companies operating on the territory of a foreign country. Also the variables which characterize the intensity of intangible assets and R&D investments have proved to be of great importance. The variables have equally direct and strong influence in both advanced and developing countries but the change of parameters has a stronger influence in advanced countries. The research results allow us to assess what factors are more important while making a choice between setting up a new business abroad and taking over an existing company. They also help us understand the form of financial assets which are invested in the Russian economy and the way we can attract new investments in our country in general and its regions in particularly.

This article investigates David CameronвЂ™s promise to hold a referendum on BritainвЂ™s membership of the EU in the context of the prime-ministerвЂ™s conservatism. The demand for the referendum is the logical end of evolution of his euroscepticism under the influence of political circumstances. The authorвЂ™s idea is that this promise is of internal political nature. This measure helps to solve the problem of party competition and neutralize the right-wing rival вЂ“ the United Kingdom Independence Party.

To eliminate identified defects, the authors propose a new approach on an efficiency estimation system of economical segment programs design. An approach is based on principles of government investment efficiency estimation, detailed on certain program arrangements.

The authors identify the main problems on the basis of an internal diagnostics of public administration department stimulation system. The research results in proposed recommendations of how to solve the problems identified in the stimulation system.
The paper analyses the relationship of the leadership in the social economic systems with or without the inner innovative growth, as well as its intensity. Along with that, the innovative growth itself is considered to be the result of the primary entrepreneurship approach. Besides, the innovative growth is looked at in terms of its intuitive understanding such as the extension of product range due to new developments and in terms of international methodological documents. If innovation is understood intuitively as the creation of the product, which was not yet on the world market, innovation means any improvement in the level of the individual enterprise in international methodological documents. This shows the difference between the understanding of innovative growth in international methodological documents and economic growth, arising as a consequence of the introduction of R&D. The conclusions of the theoretical analysis are used to interpret the aggravated data from Federal State Statistics Service in federal districts. Then the data for Volga Federal District are disintegrated to the level of the republics and regions with the leaders in innovative growth (Tatarstan, Bashkortostan, Nizhny Novgorod and Samara regions) being identified on the basis of the values of different indicators. Comparison of the innovative activity indicators in performance types in Tatarstan and information on industrial sites in the region leads to the conclusion that the republic’s enterprises gradually increase the value of their assets at the expense of innovation. But this innovative growth is closer to the definition of international methodological documents, rather than to its intuitive understanding. The number of fundamentally new technologies created in the region is extremely small. This means that the economy hasn’t yet created the conditions for the business demand for new knowledge and its integration into the value added.

The paper proposes a methodology that takes into account two main aspects: the geographical and logistics. The geographical aspect is evaluated on the basis of the road and climatic zone is characterized by geomorphological and climatic features of the territory. The logistics aspect is assessed using the transport load of mathematical modeling methods and is characterized by transport and technical characteristics of the road.
Application of this method allows is classified the roads that in the future will allow to take into account the territorial specifics in management decisions. This technique can be the basis for the formation of road-building strategy. Also, the method provides a comprehensive description of a highway that provides the ability to make changes in the technological schemes, depending on the characteristics of the territory.
