The carrent trends in the global politics are neither gradual, nor are being determined by economic factors. The changes proceed contradictory undermining many basic institutions of global interdependence but in rather fast pace.

Relations with Japan are a key component of Russian policy in the Asia Pacific and an important part of Moscow’s foreign policy in general. Relations between the two countries are not free of challenges, primarily due to the existing territorial dispute. Furthermore, Japan is an important strategic ally of the U.S., with whom Russia’s relations are currently at their lowest point since the collapse of the Soviet Union. At the same time, mutual interest in economic cooperation has motivated Moscow and Tokyo to enter into serious negotiations in an attempt to overcome their political differences – differences that outside forces seek to exploit.

The study focuses on the definition of piracy under acting international law; limitations in qualifying this kind of crimes; cohesion between qualification and real international conjuncture, in particular, the Somalia crisis.
In recent decades, other types of media have been added to Newspapers and magazines published in Russian, including radio stations that are not well known in the media research community. This article fills this gap and provides a statistical description of foreign Russian-language broadcasting and its recent development trends from 2010 to 2018.
