The article discusses the evolution of the theory of long-run economic growth and the contribution of the 2018 Nobel prize winners Paul Romer and William Nordhaus. First, it describes the exogenous growth theory of the 1950s and 1960s, such as the Solow model, the Ramsey model, and the overlapping generations model, in which growth is determined by exogenously given technological progress. Then the paper turns to the contribution of the Nobel laureates, who were the first ones to develop the theory of endogenous growth. In the case of the Romer model, technological progress is the result of intentional actions of firms, which introduce new products and thereby raise the overall productivity. In case of the Nordhaus model, production causes environmental damage, which then stifles further growth. In both cases production causes externalities, which have either positive or negative effect on growth. Then, the article considers further developments in the theory of economic growth, such as the Schumpeterian theory, unified growth theory, and institutional theory. The paper concludes with some practical implications about policies needed to reignite the growth of the Russian economy.

Using published estimates of inequality for two countries (Russia and USA) the paper demonstrates that inequality measuring still remains in the state of “statistical cacophony”. Under this condition, it seems at least untimely to pass categorical normative judgments and offer radical political advice for governments. Moreover, the mere practice to draw normative conclusions from quantitative data is ethically invalid since ordinary people (non-intellectuals) tend to evaluate wealth and incomes as admissible or inadmissible not on the basis of their size but basing on whether they were obtained under observance or violations of the rules of “fair play”. The paper concludes that a current large-scale ideological campaign of “struggle against inequality” has been unleashed by left-wing intellectuals in order to strengthen even more their discursive power over the public.

Is it generally true that being an exporter for a firm is associated with a higher productivity? We study the relationship between firms’ export status and their technical efficiency in Russian manufacturing sector in 2004–2013 using the data from the Bureau van Dijk database “Ruslana”. To estimate the exporter status effect we apply two methods, both based on the stochastic frontier analysis. The first approach estimates the effect as the marginal effect of the exporter status on technical efficiency. The second approach is based on the propensity score matching of exporting firms with non-exporting firms. We obtain robust results which suggest that the relationship between the exporter status and technical efficiency is positive. In both cases the exporter status’ effect is up to 0.03 (3 p.p.).

During the 20th century the cyclic transition in forming of the key categories of normative economics is observed: from objective to subjective explanation of personal utility, and again – toward more general objective criteria (capabilities). The article is devoted to socio-philisophical background of these processes. In our opinion, behind this conversion was hidden the dominance of ethical subjectivism or objectivism, respectively, the values of individual freedom or the values of well-being, that can be estimated externally (by an “impartial spectator”, legislation or public discussion).  During the 20th century the cyclic transition in forming of the key categories of normative economics is observed: from objective to subjective explanation of personal utility, and again – toward more general objective criteria (capabilities). The article presents the results of the first representative study of ethical consumption in Russia. The level and profiles of ethical consumption, as well as the main types of ethical consumers have been identified. Factors affecting the partition of individuals into the different types of consumers have been defined using the multinomial logit regression. On this basis, the paper draws implications on the potential and the conditions of expansion of ethical consumption in Russia.

The paper analyzes the impact of regulation and supervision on the effectiveness of investment of pension savings based on international practice. It examines the factors which can potentially affect the real return of pension portfolios in different countries. The authors study the impact of more liberal investment limits on the composition and structure of pension investment portfolio, as well as anti-inflationary policy, on raising the real return. They also examine the factors which predict the degree of severity of asset allocation requirements for pension portfolios in different countries, and estimate the likelihood of their relaxing for Russian pension funds and managing companies.
