Sport is an area of special interest for economists due to the increasing economic and political significance of this industry. Many economic puzzles arise in sport, such as market failures, property rights, institutional design and many others. The author demonstrates and analyses opportunities for economic analysis in sports industry and formulates unsolved problems in this area.

The paper examines dynamics in demand and supply of skilled labor in the Russian economy over the transition period of 1990-2000-s. It shows that despite a huge inflow of workers with tertiary education demand for such workers grew in the Russian labor market even faster. This explains why unemployment for workers with high educational attainment remained low; why returns to education continued to be high; why a proportion of college graduates who occupied low-skilled jobs decreased rather than increased. However in the next decades a relationship between demand and supply might radically change so that the Russian economy could face with massive oversupply of highly educated workforce.

The affordability of housing and utility services for the population of Russian Federation and foreign countries is analyzed in the article. The authors have developed the method which gives the opportunity to bring the housing and utility costs of the population of Russian Federation and foreign countries to comparable conditions. The main result is providing reliable distribution of the costs of the housing and utility services in European countries, where the Russian Federation has one of the lowest positions. So, existing substantiation of freezing tariffs for housing and utility services is ungrounded. There is a socioeconomic opportunity to raise tariffs for increasing investment attractiveness of the sector. There is also a need for redistribution of the population spending between housing and utility services in favor of the former.

Introduction of the price regulatory mechanism based on the principle of equal profitability of domestic and export gas sales is announced in Russia. In this article the "price cap" mechanism is considered as a form of incentive regulation; the experience of using the external market price as an indicator of the "fair" price level in antitrust enforcement is presented. Analyzing the existing wholesale gas price formation mechanisms around the world we identify alternative indicators of the external market price for gas and compare levels and volatilities of the "base" internal gas prices calculated on their basis with the use of retrospective data.

This study analyzes the incentives for process innovations under different conditions determined by the competition policy for intellectual property rights (IPR) and particular features of markets and technologies. Competition policy is defined by the presence or absence of compulsory licensing, markets are characterized by technological leadership or technological competition. The results of modelling show that the uncertainty engendered by technological competition may lower the intensity of innovative activities, if there are no mechanisms of coordination between participants. Voluntary licensing generally improves social welfare but does not guarantee an increase in innovative efforts. Compulsory licensing can impede innovations due to the opportunistic behaviour of market participants but certain measures of state policy can prevent this negative effect.

In this article we discuss modern conditions and new approaches to the implementation of industrial policy in the world and in Russia. Having considered a number of Russian cases, we have found such problems of politics as insufficient orientation at new drivers of changes, excessive fragmentation of directions, locality of the achieved results, poor selection of successful practices. In conditions of high technological uncertainty, there is the demand for a searchoriented industrial policy, including the launching of various pilots, regular assessment of effects, termination of ineffective projects. We raise, as an agenda for the future, the issue of transition to a multidimensional policy oriented at a set of structural changes in the economy and the formation of effective management teams for the implementation of relevant initiatives. Besides, we believe the project approach to initiating structural shifts should be combined with institutional changes, increased demonstration effects, improved attractiveness of the national jurisdiction for fast-growing companies and new sectors.In this article we discuss modern conditions and new approaches to the implementation of industrial policy in the world and in Russia.
