The main purpose of this article is to develop approach to determining the success of NPD-projects at different stages of its life cycle. As part of the study the authors explore the theoretical essence of the success NPD-projects concept, key success factors and criteria, based on Life Cycle model.
The life cycle of the NPD-project was considered through such steps as: ideas generation for the product; development of the product concept and idea; build a business case (a feasibility study); development of the preliminary design of the product; testing and validation; new product launch and market penetration.
As a result, the theoretical concepts discussed among the review criteria and success factors were selected with take into account the specificity of projects on creation of new products, so it will be taken as a basis for further practical analysis. As for success factors, the authors did not find in the theory of the ideal approach to identifying critical success factors of NPD-projects. As a result, was formed set of factors of success through the provision of different models those recognized by all the authors of scientific works and those that reflect the specifics of NPD-projects in terms of management, the project team, the project and its external environment.
Due to the major changes in the higher educational institutions (HEIs) system Russian universities nowadays face a fierce competition on a global educational market. As far as universities aim at increasing the number of its customers and providing additional value for them, they make a shift from educational processes optimization to providing broader opportunities for conducting academic researches for both students and teachers. In this situation project management methodology becomes one of the key points in organizing the research process. The article represents methodological aspects for academic research project portfolio management in HEI to increase the research results through interactions, staff coordination and special project portfolio methods deployment. Since the methodological aspects of the project management topic are well researched yet, such aspects as project portfolio management expertise and area application specifics become of critical interest.
The proceeding reform of state and municipal procurement indicates the need to analyze the personnel problems of transformation of the procurement system. The coming into force of the Federal Law № 44 from 05.04.2013 "On the contract system in the procurement of goods, works and services for procuring of state and municipal needs" arouse debate about the problems of the organization of those structures, which will implement new rules on contractual relations. The article analyzes the experience of European countries and the United States on the organization of personnel in procurement processes; highlights the main problems faced by the state and municipal customers in the organization of contractual relations in terms of the formation of contract services and appointment of contractual managers. The author proposes the selection of models in the organization of working of contract relations, depending on the specifics of the procurement process and the functioning of state and municipal services, and offers the optimal solution of the problems in organization of contractual services. Problem-solving in organization of customer contract service will allow to introduce a system of contractual relations into the activities of state and municipal customers, and that should increase the efficiency of the entire system of state and municipal procurement.

The strategic analysis is a key project milestone under conditions of highly competitive environment. This article describes the necessity of the strategic analysis in the project management, and proposes a conceptual scheme defining a place and role of the strategic analysis in the project management.
The research deals with the problem of fi nding the optimal region policy for the corporate profi t taxation and investment rate control. The comparison of the current regional government policy with the optimal one revealed that the current policy is not optimal, as there are no incentives for the corporate sector to increase the investment rate under the infl uence of corporate tax reduction. The analysis of the solution sensitivity showed that the policy of increasing the government investment rate by the social contract about enlarging of the maximum government investment rate restriction in the system of budget expenditures is optimal.
Being a branch of industry construction is a prime example of project-oriented approach implementation to management in organizations. More and more constraction organizations today realize their need to standartize their project management processes to respond rapidly and timely to changes arising. The article presents a unified algorithm for developing corporate governance standards for construction organizations. The algorithm is based on a combination of the special features of constructions and project management maturity models that determine the advisability of developing the standart.
This article is motivated by a growing interest in the issue of merger control quality assessment. Remedies are one of the tools to control mergers and to have a significant influence on their results. This paper aims to analyze the merger remedies implementation in Russian merger control between 2007 and 2013. We have collected the database consisting of 134 merger cases accepted with remedies by the Russian antimonopoly agency. We analyzed the content of agency’s decisions and characterize how Russian authorities use behavioral and structural conditions. This helps us find special features of implementing remedies in Russian merger control. We try to explain the differences between Russian and developed countries practices.
Since 2014 the expenditure side of the Federal budget and some budgets of Russian regions have based on the state programs. This fact has generated a lot of debate and disagreement among researchers. Practice of foreign countries confirms the validity and feasibility of this format of state bodies performance management. However, the performance planning and monitoring of public authorities has not only important advantages but also some uncontrollable negative consequences that are called "performance paradoxes".
In this research authors developed methodology of "performance paradoxes" identification, which can occur during the implementation of state programs. Thus, an attempt was made to move from conceptual notions of "paradoxes of performance" to the instrumental level of study, which allows to provide a systematic approach to the identification and prevention of side effects arising from the performance evaluation system, documents of program planning.
Upon review of the three state programs of the Perm region some significant “performance paradoxes" are determined. These performance paradoxes are explained by the complexity and diversity of policy, and redundancy of performance indicators assigned to the programme interventions.
This article discusses the definition of the initial (maximum) contract price, which causes difficulties in the implementation of customer purchases within the framework of procurement; the guidance on the use of the main methods of definition of such price are provided; additional methods the definition of the initial (maximum) contract price are provided, the proposals for improvement of determination of the initial (maximum) contract price are introduced.
The modern system of contractual relations is saturated with a variety of terminological apparatus, which has not yet been defined. The terms “public tenders” and “purchases”, as well as other terms related to the contractual system, are often not clearly defined, do not have the main features distinguishing them from each other. At the same time, the legislation of the Russian Federation does not provide an exhaustive definition of these concepts. Studies of these definitions are very diverse and far from unity, which may indicate recognition of the institute of state and municipal procurement in the Russian Federation as an integrated institution requiring the establishment of a clear system of terminological apparatus, certainty in recognizing the legal nature, the establishment of specific features of the source base.
