The article touches upon the issue of the necessity for an evaluation system of the quality of education of Bachelors, which is highlighted in the Decree of the Russian Federation of30 December 2012. The authors introduce innovative technology of voluntary certification of graduates of baccalaureate on the foremost wide-scale areas of training, which will assure an independent evaluation of the quality of training, promote mobility for admission on Master’s programmes, as well as raise the employers’ awareness about the readiness of «yesterday’s» students for professional careers. The article describes quantitative indicators of the Federal Internet Bachelor Exam, piloted in December 2014.

The author reveals the key problems of the development of the content of General secondary education, which include: the ratio of universal human and unique ethno-cultural components of education, the volume of education, the refl ection of the General culture in the content of the school subject.
The study of the student protest movement in the late XIX century played a prominent role in the First Russian Revolution and the Russian Socialist Revolution and of the modern student protest movement. The author focused on the factors of protest behavior proposed by the author. He followed the conflictological paradigm. And he conducted the study by "soft" (intent-) analysis of relevant texts.
The author completed the following tasks:
1. To express the contemporaries’ views on the student protest movement in the Russian Empire in the late XIX – early XX centuries.
2. To review briefly the most recent episode of the modern Russian student protest movement – OD-Group activity.
3. To present the theoretical framework for the analysis of the student protest movement of the both periods.
4. To compare factors of student protest movement in each of these periods.
Historical features of Moscow higher education system establishment are considered in a paper. The gaps formed as Soviet model of education transformed into Russian were revealed. These gaps are the loss of the connection between higher education specialties and labor market, unbalanced territorial distribution of universities. On the basis of foresights of higher education and forecasts of Russian Federation socio-economic development possible directions for development of Moscow higher education system were developed.
