Author describes quantitative methods of optimization in management of different kinds of resources, which can be used within investment projects buildup on the stage of feasibility studies. Particulary, the issue of optimization of re-adjustment time duration is investigated (on the example of cases, when different goods are produced by one tool, but in each discrete time moment only one item can be produced by this tool). The determined model of optimization of re-adjustment time duration is proposed. Also the article contains discription of re-adjustment process optimization under uncertainty and risk.
The article presents the integrated approach to corporate automated project management systems (CAPMS) design for the construction companies. The approach includes a set of new methodological, technological and organizational solutions based on SAP ERP. The specific features of construction projects, the main project categories, the main project roles were defined and the scheme of information flows accounting the features of construction industry was created. The corporate project management standard framework is proposed. The IT functional accounting the construction companies features was designed. The implementation of proposed decisions in CAPMS for real construction company has shown their high efficiency. It includes the project implementation cost decrease due to materials and equipment purchase optimization and decrease of the warehouse storage costs. Also the system allowed to appreciably increase the internal subcontractors control efficiency.

This article applies a constructivist perspective to the analysis of a town-planning innovation. The so-called Cerda Plan for the extension of Barcelona was launched in the 1860s and gave this city one of its most characteristic present features. For different reasons, it can be considered an extraordinary case in town-planning history, though mostly unknown to international scholars. The authors analyze the intense controversy that developed around the extension plan and the three technological frames involved. Finally, the relationship between power and technology is discussed. The sociohistorical account is used to illustrate a specific concept of power, to be used in a politics of technology.
Author provides the classification of logistic centers based on the following criteria: performance radius, capacity, specialization, type of ownership, rate of logistics integration (operational performance), processed goods. The common definition of logistic center is given with methodological principles of its launching. The structured algorithmical method is proposed to design logistic center in defined geographical area (local zone).
In this paper the authors justified the need to move from a situation of price regulation of natural monopolies to the regulation on the basis of longterm development of industries, spurring new principles of regulation of prices and tariffs. We propose a plan of priority actions needed to implement such of the transition. Proposed by the authors approaches developed within the research, «Development of a draft concept for modernization of the tariff (price) regulation in Russia», carried out under the Federal Target Program «Research and scientific-pedagogical personnel of innovative Russia 2009-2013».
The corrosion resistance of vanadium alloys (V- 1,86Ga, V- 3,4Ga- 0,62 Si, V- 4,81Ti- 4,82Cr) in the liquid high purity lithium (carbon and nitrogen less than 1 • 10 -3 wt.%, oxygen ~ 0.02-0.03 wt.%) in comparison with the pure vanadium has been studied. Corrosion tests were carried out in the static isothermal conditions at the temperature of 600 °C during 400 hours. It was established that vanadium and its alloys are practically insoluble when exposed to lithium, oxygen transfer from materials into the lithium being main mechanism of their interaction with the liquid metal in this case. The power consumption is determined by various factors. It is affected by time of day, day of week, and of season. The price of electricity is determined by the controller, and can affect the schedule of consumption of various consumers. And this formulae depends essentially on the concrete region. Forecast of consumption may influence both the tactics of consumers and producers of electricity and the strategy of the regulator. The impact will be stronger, when more reliable the forecast. One of the non-recurrent factors is the weather. We developed operational computer technology short-term forecasting of hourly electricity consumption for 63 subjects of the Russian Federation, using the short-term forecast of the air temperature. We evaluate the parameters of our algorithm according to information from archives, which describes electricity consumption and air temperature. The MAPE error obtained forecast the average for the subjects is 3.2% while the forecast for 1 day and 3.7% in the second. The impact of the weather forecast into the error decreasing corresponds to the reduction of the forecast lead-time of 1 day.
