Политическая гетерогенность и «конституция свободы»
The paper deals with the conditions for the realization of a political project of «Constitutio libertatis» on the basis of 20th century experience. A frontal confrontation between both leading philosophical logics — the logic of difference and the logic of representation — that lasted through the whole century, let us formulate the key political problem — a reciprocal untranslatability between the languages of freedom and of justice. The constitution of freedom is grounded on the autonomous «forms of life», which are to be justly distributed within the complex non-Cartesian texture of political being.
The article introduce translation of John Rawls's research "The Law of Peoples". This lection was written in 1993 and has not been translated into Russian before. This article analyses the conception of international justice extended by Rawls considering its terminology, methodology and basic points. International justice is explored in correlation with rawlsian fundamental theory of justice. But through the special scope conception of international justice based on liberal values goes beyond liberal societies and gives a framework for transformation of international law and policy.
Formation of democratic societies of the Western type presupposes appearance on the historical scene of a new strong actor - the bourgeois class: "No bourgeoisie, no democracy" (Barrington Moore). The articulation and defense of vital interests of that class creates a new social space - "the bourgeois public sphere" which helps to make up "counterbalance" to absolutism of a corporate state - a civil society, the core of which is composed by public opinion. In the confrontation between the authorities and society one of the most important roles is played by the press that provides free debate and discussion of generally valid problems, especially economic and political. The recognition of the mass media role was stamped in its characterization in XIII century as "the fourth power". Technological development of the media incredibly expanded its functions, turning journalists into creating informational analogue of reality, saturating daily life with new meanings. Methods of the representation of reality, the specific nature of political influence of journalists - key members of the reflexive elites (Helmut Shelski), are the themes of this article.

An attempt of research of a ratio of the theory and practice in François Guizot scientific and public work is undertaken in this article. Guizot is the central figure of the French liberalism of the first half of the XIX century. The theory and practice of this thinker synthesized liberalism and conservatism.
This paper is devoted to the problem of cultural crisis and those points of view on this problem that were maintained by russian and western philosophers. It was written a lot of books concerning this subject. At the beginning of XX century many philosophers within different philosophical tradition and schools began to reason about the crisis of culture. For some of them it was important to stress religious aspect of crisis: the mankind has lost the belief in God — this is the reason of crisis. For others it was importatt to understand the social aspect of cultural crisis.
Cultural crisis is the crisis of values: human and freedom. In the first half of the XXth century the culture has not found answers for two questions: what is freedom and what is human?
The author looks into the contradictions of security and the paradigms of their resolution in the modern era. The issue of security is considered in conjunction with the issue of justice. Emphasi is placed on the fact that the disharmony of the modern security paradigms is just temporary. As the global civil society is growing stronger, the paradigm of human rights must once again regain its priority. Just as in the case of the return of the multipolarity of the world, the paradigm of cooperation and non-intervention must get back the lost rights
This book proposes to cast some theoretical and empirical light upon the external dimension of Justice and Home Affairs (JHA) which has become a priority in the European Union (EU)’s external relations. Counter-terrorism, visa policy, drug trafficking, organized crime or border controls have indeed become daily business in EU’s relations with the rest of the world.
The external dimension of JHA is a persistent policy objective of the EU and its member states, as the 1999 Tampere summit conclusions, the 2000 Coreper report, the 2005 Strategy for the External Dimension of JHA, and the integration of JHA chapters under the European Neighbourhood Policy testify.
With an interdisciplinary ambition in mind, this book reflects an attempt to draw together theoretical and empirical insights on the external dimension written by academic scholars that take an interest in questions of JHA and European Foreign Policy (EFP). It does so from an issue-oriented perspective (civilian crisis management, the European Neighbourhood Policy, counter-terrorism policy, visa policy, passenger name record) but also from a geographical perspective with in-depth analysis of the situation in the Western Balkans, Georgia, transatlantic relations and of the Mediterranean neighbourhood.
This book was published as a special issue of the Journal of European Integration.
The results of cross-cultural research of implicit theories of innovativeness among students and teachers, representatives of three ethnocultural groups: Russians, the people of the North Caucasus (Chechens and Ingushs) and Tuvinians (N=804) are presented. Intergroup differences in implicit theories of innovativeness are revealed: the ‘individual’ theories of innovativeness prevail among Russians and among the students, the ‘social’ theories of innovativeness are more expressed among respondents from the North Caucasus, Tuva and among the teachers. Using the structural equations modeling the universal model of values impact on implicit theories of innovativeness and attitudes towards innovations is constructed. Values of the Openness to changes and individual theories of innovativeness promote the positive relation to innovations. Results of research have shown that implicit theories of innovativeness differ in different cultures, and values make different impact on the attitudes towards innovations and innovative experience in different cultures.
