Stay of a large number of children in exile demanded the creation of such a cultural and educational space that would bring the young generation in exile in the mainstream of national culture. Formulation of the national focused training and education is a paramount pedagogical activity of the Russian emigration in the name of conservation in immigrant children a sense of belonging to the people they were supposed to serve on their return. Highly qualified teaching staff of the Russian school in the town of Shumen (Bulgaria) could facilitate the solution of the problem of the socialization of the young refugee generation in the foreign cultural environment.
This article is talking about state management and cultural policy, their nature and content in term of the new tendency - development of postindustrial society.
